Bicycle Advisory Committee

MISSION:
The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its
relationship to bicycling outside the City.
Paula Huddleston (Chair) called the meeting to order at 6:00 p.m.
ROLL CALL:

MINUTES: November 17, 2016 and December 1, 2016
Action:
November minutes, line 67 should state left turns off of Orcutt onto the Railroad safety
trail, and line 146 should state right-of-way, instead of “right a way”. For December
minutes, line 64 should state a focus on automobiles, instead of “auto focus” (like a
camera).
CM Weisenthal motioned to approve the minutes with amendments. CM Woolf
seconded the motion. The motion passed unanimously.
ACTION ITEMS
Agenda Item #1: 2017 Pavement Plan Update
Los Osos Valley Road (LOVR), and Madonna Road are the focus of the 2017
Pavement Plan Update. At the November 2016 meeting, the BAC gave input on
bikeway improvements to explore for the update. As a follow up to the November input,
staff presented a striping plan markup with proposed changes for BAC input.
Improvements included new buffered bike lanes, connectivity between bike lanes, and
areas of green pavement in the bike lane. Staff noted that the proposed improvements
would provide as many requested improvements as possible while staying in budget
with the allotted funds left in the minor bikeway improvement account for the current
fiscal year. Staff noted that other improvements including green pavement can be
considered once a new budget cycle begins. CM Wiesenthal and CM Brooks asked
that green pavement bike lanes be considered at the driveways to the Laguna Shopping
Center once the new budget cycle begins.
CM Brooks requested that once the new budget cycle begins, green pavement be
considered at the driveway entrances to Target and Froom Ranch Irish Hills as well as
signage placed near the bike path behind Target.
CM Keinow requested that staff explore improvements in front of Laguna Shopping
Center due to the width of the bike lane at the driveway.
CM Woolf requested that the bike channels approaching the Madonna / LOVR
intersection are as wide as possible given that vehicular traffic will be on both sides of
bicyclists.
Public Comment:
Myron Amerine, resident, requested that LOVR and Madonna intersection line up
symmetrically for bikes to have a throughway.
Sarah Flickinger, resident, requested that the bike lanes in front of Target and Irish Hills
shopping plazas have green pavement in the bike lanes, and green pavement for area s
of transition. She also requested green pavement across the US 101 southbound ramp.
CM Brooks moved to accept staff proposal with the addition that the committee
recommendations for additional green pavement areas throughout LOVR and Madonna
and improvements near Laguna Shopping Center be considered once the new budget
cycle begins with a new round of minor bikeway improvement funds . CM Kienow
seconded the motion. The motion passed unanimously.
Agenda Item #2: Bicycle Facilities in San Luis Ranch DRAFT EIR (Environmental
Impact Report)
Adam Fukushima gave a presentation on the San Luis Ranch development project and its
history before the BAC. He described the phasing of the project and the corresponding bicycle
facilities that would be built as described in the San Luis Ranch Development Plan. He then
proceeded to describe the role of the draft Environmental Impact Report (DEIR), the impacts
and mitigations it identified and how the mitigations corresponded to projects in the Bicycle
Transportation Plan.
Following staff’s presentation, Chenin Otto (Cannon Engineering), representing the
developer, gave a short presentation to describe the goals of the project. She gave a
description of the housing, transportation, and conservation efforts the project is
envisioned to include.
Questions from the BAC included:
1. How children will cross the freeway to get to schools east of the freeway
2. How the development fits with the City’s goal to achieve 20% bike mode share
given the new traffic that the development will create
3. How the new Class I paths will transition to Class II lanes at intersections
4. W hether the Bob Jones path behind Target will be signalized for bikes at the
intersection for the new Froom Ranch Way extension
5. Whether a bike channel at Froom Ranch Way was possible for left turns
6. W hether a less circuitous route for the Bob Jones Trail from Oceanaire to Calle
Joaquin was possible
7. Whether a cargo bike share program was possible near the proposed farm
8. Whether it was possible to have more incentives in the development to
discourage single driver auto use such as ride hailing services, electric bike
subsidies, and ridesharing
9. Whether air quality impacts are considered in the DEIR
10. What the posted speed limits would be for streets in the new development
Public Comment:
Sarah Flickinger, resident, stated that the extra mileage on the Bob Jones Trail up to
Calle Joaquin would be a fair trade off for cyclists to not have to bike with traffic on
LOVR. She is pleased that Froom Ranch extension will not be connecting to Oceanaire
but has concerns about cyclist right turns from Madonna to Oceanaire.
Jeff Brubaker, SLOCOG, asked for clarification in regards to the type of bikeway on the
Prado overcrossing and the number of auto lanes. He also asked for info on the type of
bikeway that would be built on Dalidio Road .
Summarized Comments for Action:
● Look for ways for enhancing the crossing of the Bob Jones trail at Froom Ranch
Way for bikes and pedestrians
● Investigate a less circuitous route for the Bob Jones Trail
● Investigate more incentives for people to get out of their cars such as ride hailing
services,
● Clarify impact T9 so that it is clear how many intersections will be impacted
● Look at Oceanaire and Madonna intersection for possible improvements
● Ensure fair share cost sharing to tie project impacts to bicycle mitigations
CM Woolf motioned to submit the comments as discussed. CM Riedstra seconded the
motion. The motion passed unanimously.
DISCUSSION ITEMS
Agenda Item #3: Committee Items
● Adopt-a-trails Subcommittee
CM Brooks stated that a member of the SLO Bike Club wants to adopt a part of the
Bob Jones bike trail between Prado and LOVR, and wants to help clean up. She stated
though that effort would have to wait until the rainy season has ended. She also
informed that there are people camping directly on the trail with tents.
● Project Updates
○ Status of Bob Jones trail behind Target, there were no bids for the project
for an on-call consultant so city staff is determining the next course of
action
○ LOVR and the Octagonal Barn environmental study is writing a conformity
report with the county to move forward with the project.
○ E-bikes on busses: The Mass Transportation Committee was pleased with
provisions to include E-bikes on busses. The next step is to work with Bike
SLO County in implementing the strategy
○ Widening of the sidewalk of the Railroad Safety Trail from Orcutt road to
Laurel lane will begin construction in the next few weeks.
○ Flyers for the workshop for the downtown concept plan are out.
○ SLOCOG’s unmet bike needs process has begun.
○ A new bike rack with four slots was donated and installed in front of
Abercrombie & Fitch on Higuera Street.
COMMITTEE AND STAFF ANNOUNCEMENTS
CM Reidstra stated that residents of the community have had concerns about bicyclists
riding two abreast.
CM Brooks had concerns about the Chevron project at Tank Farm Road and that the
associated bikeway improvements would not get built.
Fukushima gave a brief update on projects that are in progress/funded:
● Green bike lanes on Santa Rosa.
● Bike lane improvements on LOVR bridge are in the process of a permit with
Caltrans.
● Improving the delineation between the bike lane and travel lane on S. Higuera
and Madonna road with raised pavement markers will happen when good
weather hits. Also, the bike delineation between Higuera and Marsh by House of
Bread will be installed.
● The progress of the Bob Jones Trail
ADJOURN
CM Weisenthal motioned to adjourn the meeting at 8:30 p.m. to the next regular
meeting of March 16, 2017. CM Reidstra seconded the motion. The motion passed
unanimously.
