Re: May 21, 2017 - Norcross House SLO CITY CLERK
Honorable Chair and Committee Members
I am urging you to reconsider relocating the historic residence located at 546 Higuera
Street.
"Relocation has the potential to adversely affect the significance of a historic
resource..." per "Relocation of Historic Resources" (14.01.110)
The Norcross House at 546 Higuera Street should not be relocated for the very reason
that its historic importance is greater than originally thought. Permit me to explain. This
140 year old house back in November 20, 2014 was voted unanimously by the Council
to be added to the City's Master List of Historic Resources — the highest level of local
historic significance. Built in 1874, it was originally the home of David Norcross, the
sheriff in San Luis Obispo from 1871 to 1877. Norcross was also president of the San
Luis Obispo Railroad, which played a significant role in bringing the Pacific Coast
Railroad to the area. Norcross lived there until his death in 1889. The home was later
inhabited by Dr. James Sinclair, who was the lead surgeon at San Luis Obispo County
Hospital from 1896 to 1902.
I have examined the architect's drawings and there is nothing contained within these
documents that would indicate that relocation is absolutely necessary to proceed with
the proposed development. Thank you.
Allan Cooper, San Luis Obispo
