Dear SLO Planning Commission: Kim Bisheff, Scott Mann, Nicolas Osterbur, Hemalata Dandekar, Ronald Malak,
John Fowler and Charles Stevenson.
Your efforts to salvage the middle class SLO citizens housing needs is at an all-time high. It was recently
reported that Santa Barbara, Santa Cruz and San Luis Obispo are the fastest Cities in California losing their
middle class. The final blow would be a City consisting of only the poor and wealthy citizens. If your attention
to address this crisis is not taken many government, retail, school and other workers will be unable to live and
work in this City. The Federal agency HUD reported SLO County low income is now below $65,000. The
California median income last reported by the California Franchise Board is at $64,500. "Crisis what crisis" is
screaming your attention and cannot be ignored. The traditional way to build may not be able to solve this
crisis. In 2025, only 8 years away a high percentage of high paid workers living in San Luis Obispo will be
eliminated from the closing of Diablo Canyon Nuclear Power Plant and may impact local annual incomes.
San Luis Ranch development may contain a partial answer. It will need innovative housing solutions (Not
traditional building projects) to address these citizens needs making less than the California median income of
$64,500. 1 recently met and discussed with SLO Department of Community Development: Michael Codron and
Jenny Wiseman our concept of Tiny House Villages. (See attachment). We submitted an RFP with the County
of Santa Clara to build such a community. It is under their review. The idea is to offer proven factory built "NET
ZERO" operating houses using expedited permits for factory built housing accommodations for RV, Tiny
Houses, HUD code and Permanent houses. The houses would allow individuals to grow, transition and be
productive without the wall of worry to meet my obligations for utility and rents costs rising. The past has
shown SLO not able to control their housing costs. It's working class citizens have suffered enough and it
appears not salvable under past zoning housing decisions. Once several of these successful communities are
built and begin to house these middle class citizens. SLO might see less homelessness, low income, and then
transitional housing at some future date. Your decision to give hope on housing to all will alleviate commuting,
help business attract local workers, reduce GAS taxes and other potential unforeseen CA. tax increases from
continuing down the same path of past zoning decisions.
Your San Luis Ranch development can be a world recognized innovative housing development with unique
solutions that many observers will see as an attempt to correct an insurmountable housing crisis that other
Cities may well mimic and seek your advice.
