Klay < 1teiY1;f'"" Sent: Wednesday, May 24, 2017 2:35 PM To: Advisory Bodies Subject: PC communication Dear Members of the Planning Commission, RECEIVED CITY OF SAN LUIS OBISPO MAY 2 4 2017 COMMUNITY DEVELOPMENT I am a citizen of SLID and resident of the Meadows neighborhood off South Higuera. I am writing to you today regarding the San Luis Ranch Final EIR review that will be discussed at tonight's planning commission meeting. Assuming that the development is approved, I strongly feel that it should not come at the expense of degrading existing neighborhoods or arterials. Our community desperately needs bicycle and pedestrian safety enhancements on major connectors around town as part of the shift to multimodal transportation called for in the LUCE. In the current SL Ranch proposal, the proposed mitigation measures all call for enhanced circulation for motor vehicles. I encourage you to require a stronger emphasis on multimodal mitigations and infrastructure improvements, rather than vehicular ones. Impacts from this development are significant and unavoidable, but it's my position that lessening the blow to bikes and pedestrians is more important than accommodating people in cars. In addition to the above-mentioned concerns, I would also like you to consider the serious negative impacts that an extension of the right hand turn lane from southbound S. Higuera onto LOVR would have on the already difficult accessibility from the Meadows neighborhood at Las Praderas, the only entrance/exit of our neighborhood. We are currently already significantly challenged at peak commute and traffic times to safely enter and exit the neighborhood, with traffic backing up in both directions in front of Las Praderas. Many motorists ignore the clearly painted "Keep clear" signs in front of the intersection. Unfortunately, the addition of a second right turn lane onto LOVR by S. Higuera would relieve our problem but increase the traffic concerns for residents of the Palos Verdes complex on LOVR. A possible alternative would be a Las Praderas traffic - activated signal or progression of the LOVR Bypass as an alternative long-term traffic improvement measure that solves the local congestion issues without degrading existing neighborhoods and facilities. I have communicated with the PC on this issue in the past and would be interested in seeing it advance. I am confident that the PC has the interests of our community at heart and look forward to seeing your solutions to current and future traffic issues with benefits for all modes of transportation.
