Please forward the following to the Planning Commission with reference to Wednesday
night's (6-7) San Luis Ranch item. I have included our comments within the text of this
email and additionally within an identical 2 page NIS Word document attached below the
email.

RE: San Luis Ranch 3.1 Modifications to Specific Plan

For the sake of clarity we have TWO broad energy related points:
1)
Recommendation 3. Net Zero Carbon Policy.
We specifically ask to remove natural gas from this (and all other new) development.
This however should only be done in concert with a zoning code update that
removes natural gas from all other new residential development as well. (if one
development has gas and one doesn't... then one developer will have been unfairly
treated and at a competitive disadvantage) A deal could be made with the SLR
developer such that if the city does NOT create a zero carbon all electric policy for
all new residential development within the pending zoning code update... then the
SLR development is not required to be all electric. This will encourage the city to
push forward its climate action goals within the context of zoning code update.
The larger goal is to reduce carbon pollution while also making homebuilding less
expensive. But please note, when natural gas is added back into the mix just for
cooking, the cost savings to the developer are eliminated... and the carbon reduction
is less.
If the commission does concede to a non zero carbon option, allowing natural gas for
cooking, we would ask that the cooking stove locations also be "zero carbon ready"...
ie wired for 220 volt electric. In this way we give the occupants of the homes the
option to choose to purchase an electric induction stove rather than a gas stove and
thus be zero carbon at their discretion. We feel that the concept of all the homes
being "zero carbon ready" is in keeping with SLO's climate goals and is a marketing
gain for the developer given the target audience.
Note: the goal is 'zero carbon development" which is not to be confused with "net zero
energy development" It's confusing and not accurate to say "net zero carbon': Please
correct the language in the document to reflect the actual intent.

Recommendation 4. Electric Vehicle (EV) Charging Stations.
The last sentence of the current recommendation states "Consider allowing for EV
stations adjacent to Apartment buildings in higher density portions of the project."
We would suggest that you replace the word "Consider" and instead insert "Require"
with additional clarification edits such that the new sentence reads: "Require EV
stations in the multifamily parking areas of the project and design same for further
EV station expansion as it becomes necessary." The intent is to allow residents of
any economic means the ability to choose a zero carbon electric car as an option.
We also suggest adding language that requires locating a sufficient quantity of 110
volt electric outlets next to all multi family bike parking and bike storage so as to
give all residents the capability of owning an electric bicycle as their primary
transportation option. The intent being to reduce automobile trips and enable
residents of all economic means to choose zero carbon trip options.
That language could read: "Require sufficient quantity of standard 110 electric
outlets immediately adjacent to all bicycle parking/storage areas in multi family
housing areas so that all occupants of any economic means can choose electric bikes
as their primary transportation option."
