Briefly, I support the San Luis Ranch project. There is no doubt that it is needed in the City. Gary Grossman is a smart and
responsible developer.
My concerns are as follows.
1. Page PC -1-60, Natural Resources, item 117: This discusses the stockpiling of topsoil while (presumably) the soil underneath is
used for building up the pads for construction on the developed portion of the site. Nowhere that I can find is it specified what
depth of topsoil will be temporarily removed, or how much soil will be removed underneath. This is potentially destructive of
the agricultural viability of the area, and has the potential for exacerbating the existing agricultural drainage issues, which are
known to the developer.
If there are specific requirements about these issues elsewhere in the documents or in separate agreements, they should be
made plain in this section.
2. Page PC -1-72, Mitigation measure AG -1: You should make clear that the major portion of the required agricultural offset
acres should be on site. According to items 1 through 4, all of the offset acreage could be somewhere else, and NO ag land
preserved on site. This is not acceptable. If this potentially beneficial and ag-friendly development ends up with NO agriculture
on site, what does this say about San Luis Obispo?
3. 1 support issues mentioned by others - retaining the heron and monarch habitat trees, retaining all the parkland, and mixing
the different housing types to some degree.
Thank you for your work on this very complex, and potentially beneficial, project. Please look closely at the potential pitfalls.
