re: Planning Commission Hearing, San Luis Ranch Resolution proposed for review prior to advancement of the
documents to City Council
To the City of San Luis Obispo, City Planning Commission and the developers of San Luis Ranch:
The Boards of Directors of the Los Verdes Park 1 and Los Verdes Park 2 homeowners’ associations specifically oppose
that finding T-2(i) [PC 1-114] is feasible, as proposed in the resolution before you tonight, and ask that you specifically
exclude this mitigation from the resolution to be adopted and forwarded to City Council. This mitigation would alter the
lane configurations agreed to in a previous settlement between our neighborhoods, CALTRANS and the City of San Luis
Obispo. As such, any changes to the lane striping at this location would be subject to the terms of said agreement,
including, but not limited to, the commitment by the City to consider a new roadway known as the LOVR/Buckley Road
Bypass via the LUCE as part of future projects’ considerations.
Understanding that this new roadway is outside the scope of this project’s environmental documents, it is the preferred
planning solution for local circulation improvement in this vicinity as identified and vetted through the LUCE adoption
process. A lane extension at this location was not, and is inconsistent with stated goals relating to multimodal adoption.
An overriding statement of specific social and/or legal consideration should be made with regard to this proposed
mitigation to allow for appropriate long term planning.
The Prado Road overpass has not yet completed required environmental review and project advancement, so an
overriding consideration must be found; the same should be done for the LOVR Bypass with relation to any proposed
changes to lane striping which increase motor vehicle capacity stacking adjacent to the school and residential dwellings
in this vicinity.
In lieu of proposed mitigation T-2(i), we suggest that the developer begin fair share contribution to this new roadway via
contribution to general TIF for future allocation when the roadway is advanced, and/or provide additional bicycle and/or
pedestrian safety enhancements to the intersections of Los Osos Valley Road at South Higuera and/or Los Verdes Drive
or the surrounding roadway segments. Additional vehicle capacity at the intersection of Los Osos Valley Road and South
Higuera should not be allowed, as it directly and significantly impacts the environment of existing neighborhoods. A
reasonable alternative could be incorporated into the terms and/or development agreement as that process moves
forward.
As always, the safety of our residents and neighboring community members--including school children at a bus stop in
this location—is our primary concern. Noise and air quality concerns and their impacts are included in those safety
considerations. Those of us who live and breathe here and use this segment of roadway regularly for all modes of
transportation remain committed to ensuring long term solutions that enhance safety are implemented, rather than
allowing compacting of existing hazards through short-lived temporary mitigations which put pedestrians, bicyclists, bus
riders and our residents in harm’s way.
While our neighborhoods maintain additional concerns relating to other intersections and roadway segments impacted
by this proposed development, as well as concerns regarding the CEQA compliance of the DEIR and FEIR documents and
significant changes being handled outside of the process prescribed therein, we recognize that the City and Developer
are working hard to accommodate existing neighborhoods’ concerns. We remain committed to participating in the
public processes that provide appropriate long term planning for our City as it continues to move forward.
