I am contacting you in regards to 1160 Leff Street, which is on the CHC's June 26 agenda. I prepared the Historic Resource
Inventory and Evaluation Report (Provenience Group), and had some concerns because in 2012 the building retained sufficient
integrity to be placed on the City's list of Contributing Historic Resources. However, now (2017) all the windows are vinyl
replacements, apparently installed without a permit. When I completed the report, I was uncertain if the current owner or
one of the two previous owners replaced the windows.
In subsequent conversations with the current owner, Tai Martin, it became clear that the windows were changed -out prior to
ownership by him and he was not aware that the building was on the City's list. Mr. Martin provided a copy of the appraisal
report he obtained prior to his purchase of the property, which indicates the windows were vinyl in 2015.
My study determined the building no longer retains sufficient integrity for listing as a Contributing Historic Resource. Further,
Mr. Martin was not responsible for any of the unsympathetic changes to the house. As a result, I think it may be appropriate
for the building to be removed from the list. Please feel free to contact me with questions.
