The housing problem started in the late 1980's when growth limits were put in place and this community watching
painfully as the cost of housing has escalated to a point where housing here is among the least affordable in the
country. Agencies and voters failed to anticipate the problems created by the fact that there were no limits on job
growth. In fact it has been, as it should be, heavily encouraged.
The consequences of this imbalance are painfully evident. Our roads, highways, and even small collectors are
clogging up with folks commuting in and out of San Luis Obispo.
I was encouraged when we first brought the Avila Ranch project to the City, because the mood had
changed. Members of the City council had come to recognize the need to build housing in our community.
This project directly targets the missing middle of the housing supply. Many projects comply with the regulatory
requirement of over 15% inclusionary housing, and then skew the remaining units to high end to make up for the
subsidy. They're not doing that in this project.
Cost/availability of housing is one of the greatest challenges to attracting people to our company, Cannon. It is my
sincere hope to have my kids and my employee's families live in this community.
I hope that you will look favorably on the wonderful project that is Avila Ranch. I applaud your efforts to make it
happen.
