Dear Planning Commissioners, 1L_.
I would hope this time you will address the project's inconsistency with Housing Element Policy
4.1 Within newly developed neighborhoods, housing that is affordable to various
economic strata should be intermixed rather than segregated into separate enclaves.
The mix should be comparable to the relative percentages of extremely low, very -low,
low, moderate and above -moderate income households in the City's quantified
objectives.
I understand that this policy was conveniently ignored by staff and the Commission during review of the San Luis Ranch project
but I don't think setting a precedent by ignoring the inconvenient truth of Housing Element Policy 4.1 is how the City including the
Planning Commission should conduct a review of new annexation and Specific Plan.
