Since I have submitted written comments and spoken before onAvila Ranch, I will keep my comments here as succinct as
possible.
My foremost concerns are ones that many residents share:
1) Traffic

It appears to me that the City's data is exceptionally faulty. The amount of vehicle trips that will occur from the residents of this
development is one matter, the fact that Buckley Road is used by a variety of current County residents now is another. The
congestion that will be created will have an impact on South Higuera as well as Highway 227/ Broad Street.
When this development was addressed in the LUCE, it also highlighted auxiliary roads that were part of the Chevron
remediation. I do not see those roads supporting this development.
An overpass/ interchange at Prado Road and Highway 101 was also part of the LUCE plan that was approved by the previous
City Council. This piecemeal process for Prado Road is in violation of CEQA. It needs to be analyzed and fully funded before
more traffic is added to this part of town.
The traffic circulation does not adequately provide for bikers and walkers. The increased vehicle trips will make biking on
Buckley Road dangerous. The only way to provide for bikers is a Class 1 bike lane throughout the area.
2) Emergency services
The current plan does not adequately provide for immediate response for the fire department or police.
3) Affordable Housing
The 720 units will not be "affordable" for the youth clamoring for housing.
4) Water
By my estimates, this City will be about 30% short on water for all of the new proposed development. Please provide the public
a guarantee that this epic drought is over. I believe in Climate Change. It it the time to move ahead cautiously.
5) Airport Viability
The residents of the homes close to the airport will be in jeopardy. Last time I checked three different flight paths intersected
above Avila Ranch.
It is critical to keep our airport open and viable.
In closing, I believe that this land is best used for agriculture or light industry. I believe that the pro -development LUCE
members persuaded others that this land is best suited for housing. It is not.

Please examine my concerns and ensure that any future plans do not compromise the safety and quality of life of current
residents.
