Avila Ranch Housing Project
My husband and I have lived on Evans Road which intersects with Davenport Creek Road off Buckley Road for
many years. There are over 100 homes in our area for which Davenport Creek Road is the ONLY access in and
out to Buckley Road. The line of sight is not good at that intersection due to undulating roads and sight
obstructions such as telephone poles, fences and weeds. It is a VERY dangerous intersection and we have had
several close calls over the years with many neighbors not being so lucky. There are several horse ranches and
farms in our area, the intersection is even more challenging for horse trailers and farm equipment.
You all must be aware of the significant traffic congestion on all the roads in and out of San Luis Obispo during
the morning and afternoon commute. Over just the last few years this has become SO much worse. At times the
traffic waiting to turn right onto Hwy. 227 from Buckley Road is backed up all the way to Davenport Creek
Road. Our daughter works in our home office on Evans Road and lives in North Grover Beach. At the end of
each work day, she picks up her son from preschool off Grand Ave. in SLO and it takes her at least 1 hour to get
home. I can't imagine what her commute will be with ALL the added traffic that will be generated from the
Avila Ranch and other housing projects. It does not make sense that the EIR does not address the current Hwy
101 commute congestion, it is a major issue now and Caltrans has no plans to address it in the future.
Our biggest concern is what the already very dangerous Davenport Creek/Buckley Road intersection will
become with ALL the added traffic. The fact that the developers will not be required to do anything to mitigate
the traffic flow on Buckley other than add bikes lanes is shortsighted indeed. It is humorous to think that a
"round -a -bout" at the intersection of Hwy 227 and Buckley Road is going to alleviate the commute gridlock. If
you have not experienced this intersection during commute times, it would be most insightful.
Since Avila Ranch is not the only development in the works for the south Higuera/Los Osos Valley Road/Prado
Road/Tank Farm Road/Hwy 101 area, it would make sense to perform a traffic study on the impacts of ALL the
combined projects and you know what they are. That would give a TRUE assessment of the hazardous, gridlock
that WILL be the result.
As a foot note; it is a surprise that the previous vision of southern San Luis Obispo was to create a Green Belt to
surround its borders. Now, the current City of San Luis Obispo vision is Revenue and they are willing to
sacrifice all the carefully laid plans and money invested in the Green Belt to achieve that.
