The answer is yes for those people who are now commuting into San Luis Obispo and purchase a home in the San Luis Ranch Project. The answer to- will the number of actual vehicle trips, vehicle miles traveled and the total amount of time vehicle drivers spend on the road be reduce is a lot less quantifiable The project itself creates right at 17,000 trips per day. The estimated number of commute trips per SLOCOG is 16,839 inbound between 7-9 AM and 18,759 trips outbound 4-6 PM. Obviously it depends on how many people who are commuting into San Luis Obispo and now purchase a home in the San Luis Ranch project may reduce those commute trips. The project, along with near term buildout is going to cause significant delays at a number of studied intersections. It's at all possible that total trip times for all drivers in the region actually increase. Current trip times will increase for all traffic along the City's road segments including commuters who now reside at San Luis Ranch. If the So it's a lot more difficult to say that this project will have beneficial impacts for drivers within the region and more importantly the City as whole. Sincerely, Brett Cross 1 Estimated Commuters to San Luis ObispoInbound AM and Outbound PM (Fall 2016)Inbound Vehicles to San Luis Obispo (7:00 to 9:00am)Count LocationEstimated number of vehiclesAverage Vehicle Occupancy (AVO) of Passenger VehiclesEstimated number of commutersData SourceUS 101 SB AM (Cuesta Grade) 5,558 1.08 6,390 SLOCOG AVO Counts (Oct. 2016)US 101 NB AM (Monte Rd.) 6,180 1.08 7,368 SLOCOG AVO Counts (Oct. 2016)SR 227 NB AM (Biddle Ranch Rd.) 1,944 1.09 2,210 SLOCOG AVO Counts (Oct. 2016)SR 1/Highland Dr. (ahead peak‐hour) 1,9801.08 (1)2,138 Caltrans Traffic Volumes (2015)Los Osos Valley Rd., nortwest of Foothill Blvd. 1,1771.09 (2)1,283 SLO County Traffic Counts (Oct 2016 Avg.)16,839 19,390Outbound Vehicles to San Luis Obispo (4:00 to 6:00pm)Count LocationEstimated number of vehiclesAverage Vehicle Occupancy (AVO) of Passenger VehiclesEstimated number of commutersData SourceUS 101 NB PM (Cuesta Grade) 5,768 1.11 6,891 SLOCOG AVO Counts (Oct. 2016)US 101 SB PM (San Luis Bay Dr.) 6,636 1.32 9,140 SLOCOG AVO Counts (Oct. 2016)SR 227 SB PM (Biddle Ranch Rd.) 2,568 1.14 3,102 SLOCOG AVO Counts (Oct. 2016)SR 1/Highland Dr. (back peak‐hour) 2,6101.11 (1)2,897 Caltrans Traffic Volumes (2015)Los Osos Valley Rd., nortwest of Foothill Blvd. 1,1771.14 (2)1,342 SLO County Traffic Counts (Oct 2016 Avg.)18,759 23,372Notes:(1) Used observed passenger vehicle AVO of US 101 Cuesta Grade (AM or PM) due to similarities in facility type(2) Used observed passenger vehicle AVO of SR 227 (AM or PM) due to similarities in facility typeSource: SLOCOG Average Vehicle Occupancy Counts (October 2016), Caltrans Traffic Data Branch, Traffic Volumes (2015), County of San Luis Obispo Department of Public Works (October 2016) Count Location Data Source Vehicles AVO Commuters US 101 SB AM‐Cuesta Grade Fall 2016 AVO Counts 5,558 1.08 6,390 US 101 NB AM‐Monte Rd Fall 2016 AVO Counts 6,180 1.08 7,368 SR 227 NB AM‐Biddle Ranch Rd Fall 2016 AVO Counts 1,944 1.09 2,210 SR 1‐Highland Ahead Peak HR 2015 CalTrans Traffic Volumes 1,980 1.08 2,138 Los Osos Valley Road‐NW of Foothill 2016 County Counts (Oct Avg) 1,177 1.09 1,283 Total 16,839 19,390 Count Location Data Source Vehicles AVO Commuters US 101 NB PM‐Cuesta Grade Fall 2016 AVO Counts 5,768 1.11 6,891 US 101 SB PM‐San Luis Bay Drive Fall 2016 AVO Counts 6,636 1.32 9,140 SR 227 SB PM‐Biddle Ranch Rd Fall 2016 AVO Counts 2,568 1.14 3,102 SR 1‐Highland Back Peak HR 2015 CalTrans Traffic Volumes 2,610 1.11 2,897 Los Osos Valley Road‐NW of Foothill 2016 County Counts (Oct Avg) 1,177 1.14 1,342 Total 18,759 23,372 Outbound Vehicles from San Luis Obispo 4:00 PM ‐ 6:00 PM Inbound Vehicles to San Luis Obispo 7:00 AM ‐ 9:00 AM 2015 Traffic Volumes on California State Highways Back Back BaAhead Ahead Dist Route County Postmile Description Peak Peak DT Peak Peak Ahead DT Month Hour Month 05 041 SB R 26.69 PINE CANYON ROAD 1600 20800 15000 1900 15800 15400 5 Cal SS M 29.891 VANDEN CE BASE 1600 15500 15000 1900 16000 15400 06 001 SIB 50.406 GUACALUPE NORTH CITY LIMITS 580 6100 5700 600 5400 4600 05 001 SLD 1.291 OSO FLACO UNDERPASS 450 4600 4100 630 5700 5550 [15 no l SI C1 R 14.5 FNTRANJrF L1NION CHI rOKINC PI ANT 910 Arine) 79;nO Mn AnAll 7!;nn 05 001 SLO 17.341 SAN LUIS OBISPO.
