And rightly so. Long term affordability has been pretty non-existent in San Luis Obispo which isn't uncommon throughout coastal communities in California.. The developer of the San Luis Ranch project has promoted this project as "Workforce" housing and has indicated that the project would be selling at "Workforce" prices during the presentation to the City Council. The small lot subdivision that is being proposed is also meant to be affordable by design. Like almost any development, going back any number of year you wish, the housing may be affordable to the original purchasers but subsequent sales can quickly make the housing unaffordable to the community quite quickly. The small lot subdivision that is being proposed is meant to be affordable by design alone, along with other developer proposed concepts. However, not only to assure long term affordability, but sales pricing affordability I believe the Council should require the selling and rental prices to conform with the "Workforce" Housing maximum sales and rental prices that are used by the County of San Luis Obispo. Additionally, deed restrictions should be included for both owner occupied and rental units. For owner occupied units a 10 year deed restriction that requires the sales price to be in conformance with the County of San Luis Obispo's Housing Affordability Standards. All sales within the 10 year window would: 1. Require that the sales price meet the County Housing Affordability Standards, and 2. That the 10 year deed restriction would be reset with the timeline beginning for the new purchaser for a period of 10 years. For rental units a 15 year deed restriction should be required. Sales of rental property would again reset the time line that the unit meet the County Affordability Standards.
