CHC -1001-17 A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE COMMITTEE RECOMMENDING THE COMMUNITY DEVELOPMENT DIRECTOR FIND THE PROPOSED WIRELESS TELECOMMUNICATIONS FACILITY AT 1020 RAILROAD AVENUE CONSISTENT WITH THE CITY'S HISTORIC PRESERVATION ORDINANCE AND WITH THE SECRETARY OF THE INTERIOR STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES (ARCH -2769-2016 & USE -2770-2016) WHEREAS, the applicant, Verizon Wireless, filed an application on January 27, 2017, for review of a proposed new wireless telecommunications facility at 1020 Railroad Avenue, a Contributing List Historic Resource; and, WHEREAS, the Cultural Heritage Committee of the City of San Luis Obispo conducted a public hearing in the Council Hearing Room (Room 9) of City Hall, 990 Palm Street, San Luis Obispo, California, on February 27, 2017, for the purpose of reviewing the proposed wireless telecommunications facility and continued consideration of the item to a future date, with direction to the applicant on modifications to the design of equipment screening structures; and, WHEREAS, the Cultural Heritage Committee of the City of San Luis Obispo conducted a public hearing in the Council Hearing Room (Room 9) of City Hall, 990 Palm Street, San Luis Obispo, California, on April 24, 2017, for the purpose of reviewing a revised design for the proposed wireless telecommunications facility; and, WHEREAS, notices of said public hearings were made at the time and in the manner required by law; and, WHEREAS, the Cultural Heritage Committee has duly considered all evidence, including the testimony of the applicants, interested parties, and the evaluation and recommendations by staff, presented at said hearing. NOW, THEREFORE, BE IT RESOLVED by the Cultural Heritage Committee of the City of San Luis Obispo as follows: SECTION 1. Findings. Based upon all the evidence, the Cultural Heritage Committee makes the following findings: 1. The project is consistent with Secretary of Interior Standards for the Treatment of Historic Properties. The materials, height, size, proportion, and simple rectangular form of the rooftop screening elements are consistent with the architecture of the existing building, and will not introduce visually incompatible elements into the Railroad Historic District. 2. The proposed project is consistent with the City's Historic Preservation Program Guidelines. Consistent with § 3.2.1 and § 3.2.2 of the guidelines, the proposed rooftop Resolution No. CHC -1001-17 ARCH -2769-2016 & USE 2770-2016 (1020 Railroad Avenue) Page 2 screening elements are consistent with the architectural guidelines provided in the Railroad District Plan and will not detract from the historic architectural character of the Railroad Historic District. SECTION 2. Environmental Review. The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA), as it consists of the installation of a limited amount of equipment on a commercial building, considered new construction of small structures, as described in § 15303 of the CEQA Guidelines (New Construction or Conversion of Small Structures). SECTION 3. Action. The Cultural Heritage Committee does hereby recommend the Community Development Director find the project to be consistent with the City's Historic Preservation Ordinance and with the Secretary of the Interior's Standards for the Treatment of Historic Properties, subject to the following condition: A cornice feature echoing the roofline of the existing building shall be incorporated into the final design of the screening structures, and the structures shall be tall enough to substantially screen the equipment within it, while maintaining proper proportion to the existing building, as depicted in "Option #6" of the photo - simulations dated March 22, 2017, that were provided with the architectural review application for this project. On motion by Committee Member Matteson, seconded by Committee Member Baer, and on the following roll call vote: AYES: Committee Members Brajkovich, Haydu, Baer, Kincaid, Matteson, Vice -Chair Larrabee, and Chair Papp NOES: None REFRAIN: None ABSENT: None The foregoing resolution was passed and adopted this 24th day of April, 2017.
