Dear SLO City Council Members,
After extemporaneously speaking on June 28, 1 realized that the short notice and the sudden
pressure made me so nervous that I was unable to express my true concerns. I thinkthe project as a
whole is a lovely example of providing 'greenish' low to middle income housing in our expensive
area.
However, I also now understand that the developers have failed to consider the true traffic impact
upon the entire area along Buckley — Hoover, Santa Fe, Davenport Creek, Mello Lane, etc. — all the
way east to (Broad) Hwy 227. For example, stating that the Buckley to 227 intersection would only
add 12 additional car trips is ridiculous to the point of making me re -consider all their other
calculations!
Therefore I would like to address several concerns specific to transportation. Has the
developer or SLO City or County put 'counting cords' anywhere along these roads to
determinecurrent traffic trends? Has anyone researched the number and frequency of
auto accidents along Buckley between the (newer) Hoover and the bend in the road at the
industrial area? Will Buckley be widened all the way from Vaschel to 227? Will the
bicycle lane also be widened from the current 12" to a 3' corridor (also) all the way to
227? What does any 'roundabout' do to circumvent the current (let alone the future)
traffic flows?
Also I didn't hear the developers talk about access to the airport area, which includes the new
medical offices adjacent to the airport, the business parks on both Buckley and 227 (across from the
airport), nor the primary school traffic added to Los Ranchos Elementary.
The other major concern is the current route from Buckley to Tank Farm via Hoover and old
Santa Fe which currently runs across an ancient and narrow bridge at the office complexes s/w of the
Mind/Body campus (whose add'I traffic required a new light as well as new turn lanes) -- and which is
the closest route to Broad Street's Marigold Center andthe Edna Valley Gas station (only gas station
south of Orcutt Rd).
I have lived at the corner of Buckley and Davenport Creek since 1999 and have personally
witnessed (too) many automobile accidents at both that corner as well as the (newer) "T" corner of
Hoover and Buckley, — many of which also have taken power polls down — knocking out power (and
often telephones) for everyone along the southern edge of the city. There is a slight rise in elevation
at my corner which limits visibility in both directions along Buckley, giving fast driving vehicles the
illusion that their straight path is clear when they cannot see on -coming traffic below their sight
lines. There is also an old and unused telephone junction box on the s/w corner which obstructs the
view of Davenport Creek traffic attempting to turn (in either direction) onto Buckley. I have repeatedly
asked for Highway Patrol and CalTrans to address the sight obstacles using convex mirrors and/or
road bumps to slow traffic as it approaches that intersection — with no response.
Please take all these questions and comments as representing the concerns of not only myself,
but all of my neighbors who cannot sit in council meetings. I would be happy to entertain any and all
of you at my home during the evening "rush hour(s)" between 3:30pm and 6:OOpm, especially
on a Wednesday — my trash pick up day, as that would add two to three garbage trucks in and out of
Davenport Creek. I would especially invite you to drive to my house via Broad Street, then to depart
via Vaschel and attempt to turn left onto So. Higuera!
look forward to a personal response from the council and/or the developer.
