MISSION: The purpose of the Mass Transportation Committee is to assist with the ongoing public 3
transit program in the City and Cal Poly. As requested, the Committee provides advisory 4
recommendations and input to the Council regarding routes, schedules, capital projects, fares, 5
marketing and additional services. 6

Chairperson Elizabeth Thyne called the meeting to order at 2:15 p.m. 9

The Committee agreed to review the September 11, 2013 Regular Meeting minutes and take action at 26
the next regular meeting. 27

CM Thompson inquired about the requirement for a marketing plan as indicated in the Mass Transit 38
Master Plan and offered to be part of a subcommittee that would draft a marketing plan geared towards 39
increasing ridership. He asked to have the subcommittee item added to the next agenda. 40

Staff (Bochum) agreed to list the item in the next agenda and noted there would be a joint RTA Transit 42
Plan in the future and that marketing needs and efforts could be addressed therein as well. 43

CM Katz reported that he attended the “roundabout” seminar. He discussed the multi-modal concept 45
and suggested an advisory committee be formed to address multi-modal issues. 46

Staff (Bochum) suggested a new advisory angle be included in the next round of MTC goals that will be 1
presented to Council. 2

CM Frey expressed the need for all facets of the disabled community to be able to understand the 4
transit system. 5

Staff (Lawson) noted that Ridership Development Consultants trains the physically disabled at no cost to 7
the individuals and that Transition Mental Health trains the mentally disabled population. 8

CM Thyne brought up the matter of April’s City marathon and the closure of key areas of the city. She 10
stated seniors and disabled residents were essentially cut off in the southern part of the city due to 11
event closures and traffic re-routing, noting that taxis and busses could not serve all residents during 12
event times. 13

CM Katz requested that staff review current policy surrounding marathon-type events that may close 15
large sections of the city, thereby stranding and inconveniencing residents due to private and public 16
transportation restrictions. There was consensus agreement from the committee on this direction. 17

a) 4th Quarter 2013 Ridership Report presentation 22
• Staff (Anguiano) discussed the ridership report and ridership results. He noted he was 23
impressed with the data inclusion process. 24
• Staff (Bochum) gave an update on the SLOCOG (San Luis Obispo Council of Governments) 25
Federal funding. 26

b) 40th Anniversary – SLO Transit 28
• Staff (Anguiano) discussed SLO Transit’s 40th Anniversary planning. He noted highlights of 29
what’s been done and what’s in store. 30

c) Presentation on Measure Y Funding 32
• Daryl Grigsby, Public Works Director, made a presentation outlining the details of Measure Y 33
funding and the essential services it provides. Highlights included: 34
o Fundamentals/scope of Measure Y 35
o Projects and services 36
o Council budget process 37
o Accountability provisions, e.g. street maintenance, traffic management, public safety 38
o Capital Improvement Projects 39
o 2013-15 Financial Plan 40
He noted that Council would consider Local Revenue Measure Advisory Committee 41
recommendations on Measure Y at their July meeting. 42

The meeting adjourned at 3:30 p.m. to the regular meeting of March 12, 2014 to be held at 2:00 p.m. 44
