ARCH -0371-2017 Dear Members of the Architectural Review Committee, How refreshing it is to see the reconfigured building proposed for this important site! While many vocal residents have a strong desire to preserve the public viewshed through permitting a one-two story building only, this proposal is actually quite attractive and is not obscene in any sense of the word. The rendering of this new three-story, mixed-use project that includes 21,198 square feet of office space, 2,985 square feet of retail space, and 2,195 square feet of restaurant space has a style that complements our Downtown architecture. Although there is off-site parking, a temporary parking lot with 21 spaces, and a 50% parking reduction that includes a shared parking reduction, a mix of uses parking reduction, a reduction for additional bicycle parking, and a parking reduction for implementing a Transportation Demand Management Plan (TDMP), it seems that since there is not any residential development in the proposal that that would still be feasible. I have noted that in the ENVIRONMENTAL REVIEW that this project is categorically exempt under Class 32, In -Fill Development Projects; Section 15332 of the State California Environmental Quality Act (CEQA) Guidelines, because the project is consistent with General Plan policies for the land use designation and is consistent with the applicable zoning designation and regulations. In my dreams, I would have liked this building to be lower, however I do appreciate the fact that it is not one large block of construction. I also appreciate the setbacks and third story patio that should provide employees and customers with a lovely view of the foothills on most days! I encourage you to continue the project with direction to the applicant and staff on pertinent issues. Please do not let the applicant build any higher than three stories.
