HomeMy WebLinkAboutComment Received 08-10-2017 - Avila Ranch (General) (Amerine)SLO City Planning Commission Aug. 9, 2017 Good evening Planning Commissioners: RECEIVED CITY OF SAN LUIS OBISPO AUG 10 2017 COMMUNITY DF'VELOPMENT I am Myron Amerine, speaking tonight as vice chair of the San Luis Obispo County Bicycle Advisory Committee. We are�,deepiy concerned about the gap in the Class II bike lanes on Buckley Road and want to clarify the priority ranking in the County Bikeways Plan. Bikeway ranking is based on whether the road is a significant regional corridor, whether it closes a gap in the regional bicycle transportation network, bike volume and whether it's a school, commute and recreation route. Other criteria are bicycle safety, including whether there is an existing shoulder or bike lane, average daily traffic, the posted speed limit and bike collisions. Buckley Road's current ranking does not reflect Buckley Road's extension to Higuera Street, the Avila Ranch development, the fact that Buckley Road is the route to Los Ranchos Elementary School, approval of the feasibility study for the Edna -Price Canyon segment of the Anza Trail from San Luis Obispo to Pismo Beach, the opening of the Octagon Barn as the Bob Jones Trailhead next year or the large number of new job sites in the airport area both in the incorporated and unincorporated area. All these destinations are within an easily bikeable distance. At our meeting last night, the Bicycle Advisory Committee unanimously agreed to revisit Buckley Road's ranking to reflect these changes that have occurred since the County Bikeways Plan was updated. We formed a subcommittee that will report back to the full committee at our next meeting. The next step will be a recommendation to the Board of Supervisors to amend the plan to reflect Buckley Road's new ranking. We also directed county staff to work with city staff on a solution to complete the gap on Buckley Road. To underscore, the County Bikeways Plan shows a continuous Class II bike lane on Buckley Road, which is crucial to providing a safe and convenient bikeway from the Higuera Street corridor to Highway 227. Please recommend to City Council that the city, county and SLOCOG work together on a solution so people on bikes will not effectively be banned from riding on Buckley Road because of a gap that makes it too perilous.
