A RESOLUTION OF THE SAN LUIS OBISPO CULTURAL HERITAGE
COMMITTEE, RECOMMENDING THE ARCHITECTURAL REVIEW
COMMISSION DENY THE PROJECT WITH 6,698 SQUARE -FEET OF
COMMERCIAL/RETAIL SPACE, 47 HOTEL ROOMS, AND A 22 -SPACE
SUBTERRANEAN PARKING GARAGE; 1027 NIPOMO STREET (ARCH -
3216 -2016)
WHEREAS, the Cultural Heritage Committee of the City of San Luis Obispo conducted
a public hearing in the Council Chambers of City Hall, 990 Palm Street, San Luis Obispo,
California, on September 26, 2016, and continued the item with direction; and
WHEREAS, the Cultural Heritage Committee of the City of San Luis Obispo conducted
a public hearing in the Council Hearing Room of City Hall, 990 Palm Street, San Luis Obispo,
California, on August 14, 2017, pursuant to a proceeding instituted under application ARCH -3216-
2016, Creekside Lofts, L.P., applicant; and
WHEREAS, notices of said public hearing were made at the time and in the manner
required by law; and
WHEREAS, the Cultural Heritage Committee has duly considered all evidence, including
the testimony of the applicant, interested parties, and the evaluation and recommendations by staff,
presented at said hearing.
NOW, THEREFORE, BE IT RESOLVED, by the Cultural Heritage Committee of the
City of San Luis Obispo as follows:
SECTION 1. Findings. Based upon all the evidence, the Cultural Heritage Committee
makes the following findings:
The proposed new building is inconsistent with Historic Preservation Program Guidelines
Section 3.2.1 because the building is not compatible in scale and massing with the Downtown
Historic District's structures.
SECTION 2. Environmental Review. The project is exempt from environmental review
because the project was rejected by the Cultural Heritage Committee (Section 15061).
SECTION 3. Action. The Committee hereby recommends the Architectural Review
Commission deny the project (application ARCH -3216-2016) based on the finding that the
proposed new building is inconsistent with the Historic Preservation Program Guidelines Section
3.2.1 because the building is not compatible in scale and massing with the Downtown Historic
District's structures and provided direction that the project reduce the height of the building to
three -stories with the third story setback.

On motion by Committee member Baer, seconded by Vice -Chair Larrabee, and on the following
roll call vote:
AYES: Committee Members Haydu, Baer, Vice -Chair Larrabee, and Chair Papp
NOES: Committee Members Matteson and Brajkovich
REFRAIN: None
ABSENT: Committee member Craig Kincaid
The foregoing resolution was passed and adopted this 14th day of August, 2017.
