Subject:AGENDA ITEM: STALWORK BUILDING CORNER OF MARSH ST AND SANTA ROSA
Mayor Harman and City Council Members:
At the recent ARC meeting, I spoke on denying the request to modify approved colors
to the outside of the building .
MY REASONS:
1. The grey color which may appear light grey part of the day appears dark grey most of the day and does not
conform to the color schemes associated with buildings in downtown San Luis Obispo including the
area surrounding the Stalwork building.
2. The 'ARC' approved the light beige/brown color for the outside when it reviewed the plans before the building
was renovated. IF THE COMPANY INTENDED TO NOT PAINT THE COLOR AS APPROVED BEFORE
TENANTS MOVED INTO THE BUILDING AND LANDSCAPING WAS COMPLETED THAT WAS THE TIME
FOR THE OWNERS TO GET APPROVAL FOR CHANGES.
3. The above paragraph also applies to not adding the cut-stone bulkhead which would break up the massiveness
on the Marsh St side of the building.
Stalwork does a lot of construction. THIS TO MY KNOWLEDGE IS THE SECOND TIME THE COMPANY DID NOT
ADHERE TO CITY LAWS AND APPROVALS BY COMMISSIONS AND ADVISORY BOARDS. IN MARCH, WHEN
STALWORK WAS RENOVATING A HOME AND THEY WANTED 6 TREES TO BE REMOVED IN THE BACKYARD
AND DRIVEWAY AREA, THE TREE COMMITTEE AND ARBORIST DESIGNATED SPECIFICALLY 3 TREES THAT
WERE NOT TO BE REMOVED. STALWORK WAS NOTIFIED THAT THEY HAD REMOVED THE WRONG TREE.
THE CITY COUNCIL DECIDED TO FINE THEM WHEN STALWORK SAID THAT A SUB-CONTRACTOR AND BEEN
IN ERROR.
I DO NOT BELIEVE THAT IS THE SITUATION NOW. THEY KNEW WHAT THEY WERE DOING WHEN THEY
LEFT THE BUILDING GREY AND DID NOT INSTALL THE CUT-STONE BULKHEAD.
I find the grey on the building depressing and not a welcoming warm feeling for a major entrance to our city. Also,
the bulkhead would soften up the side of the building. I LIKE THE DESIGN OF THE BUILDING AND FEEL IF
THE COLOR WERE DIFFERENT, IT WOULD BE A WINNER FOR OUR DOWNTOWN AREA.
IF STALWORK IS ALLOWED TO CONTINUE TO IGNORE THE PLANNING COMMISSION AND THE ARC, THEN
IT WOULD SEND A SIGNAL TO OTHER CONSTRUCTION COMPANIES AND DEVELOPERS THAT THEY CAN
DO AS THEY PLEASE. WHY THEN HAVE HEARINGS AND ARC AND THE PLANNING COMMISSION CONTINUE
TO MEET AND ADVISE THESE COMPANIES. A SLAP ON THE WRIST AND A FINE IS NOT SUFFICIENT IN
THIS CASE. IF STALWORK HAS TO REMOVE THE TENANTS OR REMOVE THE LANDSCAPING TO DO WHAT
THEY WERE ADVISED TO DO ORIGINALLY, IT SHOULD BE ON THEIR DIME.
I would be at the meeting in person tonight except I am recuperating from a heart attack.
