The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the quality
of life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner consistent with
long-range community goals, the development of San Luis Obispo as a regional and tourist center.

PUBLIC COMMENT: Each speaker is limited to three minutes of public comment. At this time, you may
address the Committee on items that are not on the agenda but are of interest to the public and within the
subject matter jurisdiction of the Promotional Coordinating Committee. The Committee may not discuss or
take action on issues that are not on the agenda other than to briefly respond to statements made or questions
raised, or ask staff to follow up on such issues.

PRESENTATIONS
1. SLO CHAMBER OF COMMERCE QUARTERLY UPDATE 15 mins
Representatives from the SLO Chamber of Commerce will present the quarterly report for their contracts
with the PCC.
2. SLO HAPPENINGS PROGRAM QUARTERLY PROMOTIONS UPDATE 15 mins
Representatives from SOLVE will present the quarterly promotions activity report for the SLO
Happenings program.
BUSINESS ITEMS
1. FISCAL HEALTH RESPONSE PLAN 15 mins
Economic Development Manager, Lee Johnson will present the City’s approach to the development of the
Fiscal Health Response Plan.
2. STRATEGIC PLAN WORK – GIA PROGRAM EVALUATION 20 mins
The committee will continue the review of the GIA program evaluation for the implementation of the
strategic plan. The committee will review and discuss the survey results and the forum feedback as the
consider modifications to the GIA program.
3. STRATEGIC PLAN WORK – SLO HAPPENINGS REVIEW 20 mins
The committee will begin to discuss the review of the SLO Happenings program for the implementation of
the strategic plan.

At this time Committee members make announcements, report on activities, refer to staff issues for study and
report back to the Committee at a subsequent meeting.

A Regular Meeting of the Promotional Coordinating Committee was called to order on
Wednesday, September 13, 2017 at 5:31 p.m. in the Council Hearing Room, located at 990 Palm
Street, San Luis Obispo, California, by Chair Levi.

1. Chamber Public Relations Monthly Report
Chamber of Commerce representative Molly Kern, Director of Communications and
Business Education, reviewed their Public Relations report for August. Highlights
discussed included coverage in Seattle Magazine, the Mercury News, the East Bay
Times, and A Practical Wedding which had a piece entitled “23 Best North American
Honeymoon Destinations.”

1. Strategic Plan Work – GIA Program Evaluation
Tourism Manger Cano reviewed the outline created for the Open Forum meeting and a
draft of the survey questions that are to be used in gathering data from current and prior
grant recipients. The Committee discussed their needs for particular information and
edited the survey questions, determined who would present particular topics at the open
forum meeting, and set the survey timeline. The Open Forum meeting is being held on
September 27, 2017, at 4:30 p.m. at the Ludwick Community Center.

3. Strategic Plan Status Review
The committee reviewed the Strategic Plan document to check in on progress made and
evaluate priorities and the timeline. By consensus, the committee added “Event
Promotion Criteria” to the evaluation listing, and decided that the next program to be
assessed is SLOHappenings.

- Move In weekend at Cal Poly
- Visit Temecula Valley will be coming to meet and discuss the San Luis Obispo City
Tourism Promotion program.

1. Coordinated San Luis Obispo portion of press trip for 2TravelDads.
2. Coordinated San Luis Obispo press trip for San Diego Blogger Ellis Beardsley.
3. Continued to work with CCTC partners to coordinate FAM for Adventure Travel Trade
Association influencers, writers, photographers and videographers.
4. Pitched Car Free SLO for inclusion in the Visit California’s round up of destinations that
make alternative transportation easy.
5. Pitched San Luis Obispo for inclusion in the Visit California’s round up of best
destinations in the state for coffee lovers.
6. Pitched the Madonna Inn to the Travel Channel for inclusion in their round up of ‘hotels
that pop with color.’
7. Began planning press trip for Kathy Chin Leong on assignment with Active Over 50.
8. Worked with TravelMag.com to feature San Luis Obispo as one of the most charming
towns and small cities in California.
9. Pitched a number of activities in San Luis Obispo to be featured in the CCTC’s ‘wellness
road trip.’
10. Worked with the California Cyber Training Complex at Camp SLO to feature City
promotional footage in the video they send to companies considering hosting an event
there.
11. Worked with Seattle Met on an article featuring the City of SLO as a new, convenient
destination.
12. Worked with Mindbody to coordinate pitches and identify opportunities to work together
when positioning San Luis Obispo as a health and wellness destination.
13. Continued working with Portia Smith to plan a press trip to San Luis Obispo from
Seattle.
14. Continued to work with the city, Barnett Cox & Associates and Matchfire on overall
tourism marketing campaign.

Services Summary: Our Q1 efforts continue to be centered on improving the user experience and keeping the flow of events coming in from
promoters. Our efforts are now focusing more towards outreach and editing as we are not finding the goal of 200 new events a month to be a
sustainable one, this also includes edits and outreach efforts. We will regularly remind people to download/use the app. The social community
engagement connects an additional information portal to those who are not yet aware of the app, for updates, and for those who simply rely on

Special Meeting of the Promotional Coordinating Committee
CALL TO ORDER
A Special Meeting of the Promotional Coordinating Committee was called to order on
Wednesday, September 27, 2017 at 4:34 p.m. in the Ludwick Community Center, located at 864
Santa Rosa Street, San Luis Obispo, California, by Jill LeMieux.

PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA
Angela from ARTS Obispo commented on the Arts & Economic Prosperity study conducted on
the arts culture and its economic impact. This study acknowledged the impact of the arts on San
Luis Obispo County at $27.7 million dollars annually.
BUSINESS ITEMS
1. GRANTS-IN-AID FORUM
The committee held an open forum with GIA recipients to discuss the GIA program, understand
the sustainability track, and get a better insight into how the process works. The program
included the following sections:
Welcome & Introductions
Molly Cano introduced the Committee and the items that will be covered during the meeting.
Overview of GIA Funding Allocation of PCC Budget
Jill LeMieux reviewed the GIA funding allocations, which includes 30-40% of the PCC’s overall
budget. The purpose of the PCC is to improve the quality of lives for the community and the
Committee has dedicated a portion of the budget towards events that will enhance the
community. The budget makes up about $100,000.

PCC Task Force
Matt Wilkins introduced the process for PCC’s task force. PCC makes a recommendation to City
Council for event funding, and pending approval, the PCC can fund events. The Committee
provides seed money for new events to foster and grow events in the community, while also
balancing funding for events that have been around for years.
Sustainability Track
Sasha Palazzo presented the background of the sustainability track. Year after year, the PCC is
faced with the same budget but an increase in event applicants. PCC provides seed money for
new events with the hope that events can become sustainable to succeed over the years. The
Sustainability Track allows organizations 8 years of GIA funding in order to provide seed money
for other events.
Jill LeMieux also mentioned the PCC’s contract with the Chamber to provide promotional
support for events to help stretch event dollars. PCC contracts $28,000 for GIA support, which is
spent to the Chamber’s communications team for promoting events that have received GIA
funding. Jill commented this funding never came out of GIA budget, it came from a different
section of the budget for additional GIA funding.
Feedback from GIA Partners
Molly Cano reviewed the survey results. The survey went out to all grant applicants.
Jill LeMieux turned the conversation to audience members for feedback towards the GIA
process.
Feedback included:
Angela from Arts Obispo commented on the fact that a promotion needs to be developed – from
either a volunteer or staff from the organization. For example, it’s not just placing an ad in a
newspaper, but funding is also needed for operational support to develop the promotion.
Some organizations have found ways to advertise events for free and end up not needing the GIA
funding for the purposes that it needs to be spent. Because of this, public requested PCC to
consider commissioning a study for how advertising is changing so events can use the dollars as
best as possible.
Consider an opportunity for events to co-op for ads.
Sarah from Vocal Arts Ensemble commented on the Sustainability Tract. 75% of events are on
the verge of reduced funding. Is there a reset button?
Define an event vs the organization.
Performing Arts Center of San Luis Obispo hold different musicals every year – what constitutes
as a new event for the Sustainability Tract?

Jack House surveyed people to their guests if they have seen an ad displayed for their event.
Results have been only 1-2 per event and commented GIA funding dollars don’t benefit the
event itself because the mass advertising isn’t seen by their guests. Jill commented that GIA
recipients can spend their advertising where they want it and where it works best for their event.
Jill also commented how PCC can provide value to organizations to best promote their
organization/event to best spend the GIA dollars. For example, PCC will discuss the option of
bringing in a professional to train organizations in marketing expertise.
How can GIA applicants advocate for additional money and how can the community advocate
additional dollars for the arts?
Consider how other communities contribute to the arts culture. For example, Boulder and Santa
Barbara. Bettina with Festival Mozaic will provide the Tourism Manager with a research study
of how other communities contribute to the arts culture.

BUSINESS ITEMS
1. 2018 SLO Jazz Festival Sponsorship Consideration
Tourism Manager Cano recapped the TBID Board’s funding requirements for the
awarded $10,000 for the 2018 SLO Jazz Festival. Jazz Festival representative Scott
Andrews reviewed the Jazz Festival concerns about the TBID stipulated marketing
requirements, outlined the Festival’s priorities to increase outside attendance, and
expressed their belief that the marketing efforts should drive attendees directly to the
Jazz Festival website in the most streamlined method possible.
Tourism Manager Cano and representatives from BCA + MatchFire reviewed the past
Jazz Festival website traffic and related ticket sales statistics for the Board and
responded to questions. The Board discussed their priorities and the expressed
marketing concerns of the Jazz Festival.
Jazz Festival representative Scott Andrews was informed that there would be no change
in the funding requirement terms.

2. 2016-17 TBID Annual Report
Tourism Manger Cano presented an overview of changes and highlights for the draft
FY 2016-17 TBID annual report, played a sizzle real presentation, and informed the
Board that the report would be presented to the City Council on October 17, 2017.
Board member Patel-Mueller requested a spelling change to her name. Board members
Harris and Walker each requested minor changes to the names of their respective
hotels.
