HomeMy WebLinkAbout09-27-2017 PCC Minutes - Special Meeting Minutes – Special Meeting of the Promotional Coordinating Committee on September 27, 2017 Page 1 Minutes PROMOTIONAL COORDINATING COMMITTEE Wednesday, September 27, 2017 Special Meeting of the Promotional Coordinating Committee CALL TO ORDER A Special Meeting of the Promotional Coordinating Committee was called to order on Wednesday, September 27, 2017 at 4:34 p.m. in the Ludwick Community Center, located at 864 Santa Rosa Street, San Luis Obispo, California, by Jill LeMieux. ROLL CALL Present: Committee Members Zoya Dixon, Sasha Palazzo, Diana Cozzi Matthew Wilkins, Jill LeMieux. Absent: Chair Daniel Levi Staff: Tourism Manager Molly Cano, and Tourism Coordinator Liesel Kuehl. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA Angela from ARTS Obispo commented on the Arts & Economic Prosperity study conducted on the arts culture and its economic impact. This study acknowledged the impact of the arts on San Luis Obispo County at $27.7 million dollars annually. BUSINESS ITEMS 1. GRANTS-IN-AID FORUM The committee held an open forum with GIA recipients to discuss the GIA program, understand the sustainability track, and get a better insight into how the process works. The program included the following sections: Welcome & Introductions Molly Cano introduced the Committee and the items that will be covered during the meeting. Overview of GIA Funding Allocation of PCC Budget Jill LeMieux reviewed the GIA funding allocations, which includes 30-40% of the PCC’s overall budget. The purpose of the PCC is to improve the quality of lives for the community and the Committee has dedicated a portion of the budget towards events that will enhance the community. The budget makes up about $100,000. Minutes – Special Meeting of the Promotional Coordinating Committee on September 27, 2017 Page 2 PCC Task Force Matt Wilkins introduced the process for PCC’s task force. PCC makes a recommendation to City Council for event funding, and pending approval, the PCC can fund events. The Committee provides seed money for new events to foster and grow events in the community, while also balancing funding for events that have been around for years. Sustainability Track Sasha Palazzo presented the background of the sustainability track. Year after year, the PCC is faced with the same budget but an increase in event applicants. PCC provides seed money for new events with the hope that events can become sustainable to succeed over the years. The Sustainability Track allows organizations 8 years of GIA funding in order to provide seed money for other events. Jill LeMieux also mentioned the PCC’s contract with the Chamber to provide promotional support for events to help stretch event dollars. PCC contracts $28,000 for GIA support, which is spent to the Chamber’s communications team for promoting events that have received GIA funding. Jill commented this funding never came out of GIA budget, it came from a different section of the budget for additional GIA funding. Feedback from GIA Partners Molly Cano reviewed the survey results. The survey went out to all grant applicants. Jill LeMieux turned the conversation to audience members for feedback towards the GIA process. Feedback included: Angela from Arts Obispo commented on the fact that a promotion needs to be developed – from either a volunteer or staff from the organization. For example, it’s not just placing an ad in a newspaper, but funding is also needed for operational support to develop the promotion. Some organizations have found ways to advertise events for free and end up not needing the GIA funding for the purposes that it needs to be spent. Because of this, public requested PCC to consider commissioning a study for how advertising is changing so events can use the dollars as best as possible. Consider an opportunity for events to co-op for ads. Sarah from Vocal Arts Ensemble commented on the Sustainability Tract. 75% of events are on the verge of reduced funding. Is there a reset button? Define an event vs the organization. Performing Arts Center of San Luis Obispo hold different musicals every year – what constitutes as a new event for the Sustainability Tract? Minutes – Special Meeting of the Promotional Coordinating Committee on September 27, 2017 Page 3 Jack House surveyed people to their guests if they have seen an ad displayed for their event. Results have been only 1-2 per event and commented GIA funding dollars don’t benefit the event itself because the mass advertising isn’t seen by their guests. Jill commented that GIA recipients can spend their advertising where they want it and where it works best for their event. Jill also commented how PCC can provide value to organizations to best promote their organization/event to best spend the GIA dollars. For example, PCC will discuss the option of bringing in a professional to train organizations in marketing expertise. How can GIA applicants advocate for additional money and how can the community advocate additional dollars for the arts? Consider how other communities contribute to the arts culture. For example, Boulder and Santa Barbara. Bettina with Festival Mozaic will provide the Tourism Manager with a research study of how other communities contribute to the arts culture. ADJOURNMENT The meeting was adjourned at 5:38 p.m. The next regular meeting of the Promotional Coordinating Committee is scheduled for Wednesday, October 11, 2017 at 5:30 p.m., in the Council Hearing Room, 990 Palm Street, San Luis Obispo, California.
