CALL TO ORDER: A Regular Meeting of the Jack House Committee was called to order on
Wednesday, September 13, 2017 at 5:30 p.m. in the Parks and Recreation Conference Meeting
Room, located at 1341 Nipomo Street, San Luis Obispo, California, by Chair Kathi Settle.
ROLL CALL: Chair Kathi Settle, Vice Chair Toni Kincaid, Commissioners Chuck

ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE JACK
HOUSE COMMITTEE FOR MAY 10, 2017, JUNE 14, 2017 AND JULY 12, 2017.

2. Consideration of Financial Reports and Expenditures
ACTION: APPROVAL OF THE FINANCIAL REPORTS AND EXPENDITURES FOR
MAY AND JUNE 2017, FISCAL YEAR 2016-17 AND JULY AND AUGUST 2017, FISCAL
YEAR 2017-18.
MOTION BY COMMITTEE MEMBER KINCAID, SECOND BY COMMITTEE ULZ, CARRIED

Reports as amended.

PUBLIC HEARINGS AND BUSINESS ITEMS
3. Review and Provide Feedback on the Draft Project Plan for the Development of Policies for the
Management, Maintenance and Operations of the Jack House
Recreation Supervisor, Dave Setterlund, provided a summary of the Committee’s feedback from
the Special Workshop on July 19, 2017, when the Committee discussed topics that could be
used to develop policies in support of the ongoing management, maintenance, and operations
of the historic Jack House residence and gardens. Recreation Manager Melissa Mudgett
presented the draft project plan which follows industry best practices for operational analysis
as well as incorporates the Jack House Committee and volunteer groups feedback. Staff
Mudgett said the draft plan identifies the scope of the project and a preliminary schedule. The
draft plan shows how research will be conducted to provide a foundation for identifying the
best practices for managing, operating and maintaining a historic home. Staff Mudgett added
that the Jack House Committee will act as the project’s advisory body; providing the necessary
guidance and feedback to staff. Staff Mudgett concluded the presentation and noted that based
on the feedback and direction received, a final Project Plan will be presented to the Committee
for its review and approval at its next meeting in October. Staff Mudgett responded to Committee
Member inquiries.
Committee Comments
Committee Members thanked staff for the detailed project plan.
Chair Settle asked if schools (teachers and students), and Friends of Hearst Castle were included as
stakeholders. Staff Mudgett responded affirmative and that the Committee will have an opportunity
to review the stakeholder list prior to community engagement.
Chair Settle asked about the Parks and Recreation Commission’s (PRC) review of the draft project
plan. Staff Mudgett responded that PRC’s purview is to review and approve all matters associated

with city parks, facilities and recreational programming. As the Jack House is both a City
facility and park, the Parks and Recreation Commission will be given the opportunity review
and provide input on the proposed project plan and future policy recommendations for the
management, maintenance and operations of the Jack House residence and gardens.
Public Comment
Maureen Titus, SLO Resident and Jack House Docent, commented that she appreciated the work
effort provided in support of the Jack House.
4. Consider Docent Programing (October – December 2017) Budget and update
By consensus, the Committee recommended the Docent Programming (October – December 2017)
be deferred to the October meeting for presentation by the Docent President.
5. Consider Friends of the Jack House Update
No report
6. Staff Report for parks and Recreation and Agenda Forecast
Recreation Supervisor Setterlund provided a brief staff report of Parks and Recreation Department
event for the month of September. Staff Mudgett provided the Committee with the October agenda
forecast.
8. Member Comments/Communications/Reports
Committee member Ulz spoke about the “I am History Conference” at the SLO History Center.
Staff Mudgett reminded the Committee about the upcoming Parks Tour on October 27, 2017.
Chair Settle read a thank you card from the Garden Club for the flower demonstration hosted at the
Jack House in May.
