ROLL CALL Present: Commissioners Scott Mann, Ronald Malak, Hemalata Dandekar, and Chair Charles Stevenson Absent: Commissioners Kim Bisheff, Nicholas Osterbur, and Vice-Chair John Fowler Staff: Jon Ansolabehere, Assistant City Attorney; Jake Hudson, Transportation Manager; Jennifer Rice, Transportation Planner/Engineer; Kyle Bell. Associate Planner; and Xzandrea Fowler, Deputy Director-Long Range Planning/ Recording Secretary PLEDGE OF ALLEGIANCE Chair Stevenson led the Pledge of Allegiance. APPROVAL OF MINUTES ACTION: MOTION BY COMMISSIONER MALAK, SECOND BY COMMISSIONER MANN, CARRIED 4-0-0-3 to approve the minutes of the Adjourned Regular Meeting of June 29, 2017 as presented. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA None. --End of Public Comment-- PUBLIC HEARINGS 1. Luneta Drive Connection General Plan Amendment. GENP-0557-2017: Review of the General Plan Amendment to eliminate the Luneta Drive connection, and associated Transportation Impact Report and Addendum to the Land Use and Circulation Update Environmental Impact Report. Recommendations will be forwarded to the City Council for their consideration; R-4 and R-4-PD zones, Public Right-of-Way; City of San Luis Obispo, applicant. Jake Hudson, Transportation Manager, and Jennifer Rice, Transportation Planner/Engineer presented the staff report and responded to Commission inquiries. PUBLIC COMMENT Dan Mathews, Al Lipper, Sandra Rowley --End of Public Comment-- ACTION: MOTION BY COMMISSIONER MALAK, TO APPROVE THE RECOMMENDATION: that City Council does not amend the Circulation Element of the General Plan eliminating the Luneta Drive connection. SECOND BY COMMISSIONER DANDEKAR, THE VOTE WAS AS FOLLOWS: AYES: Commissioners Malak, Dandekar, and Chair Stevenson NOES: Commissioner Mann REFRAIN: None ABSENT: Commissioners Bisheff, Osterbur, and Vice-Chair Fowler MOTION CARRIED. ACTION: MOTION BY COMMISSIONER DANDEKAR, TO APPROVE THE RECOMMENDATION: for the use of a classification system of residential “Major” throughout the City General Plan. RECESS: The Commission recessed at 7:47 p.m. and reconvened at 8:00 p.m. BUSINESS ITEMS 1. Zoning Regulations Update. The Zoning Regulations Update is focused on implementing the policies and programs of the Land Use and Circulation Elements (LUCE). This will be a standing item on the Planning Commission agenda from June 14, 2017 through completion of the Update of the Zoning Regulations, tentatively scheduled for completion in March 2018. This will be an opportunity for staff to update the Commission on the status of t he Zoning Regulations Update and for the Commission to listen to ongoing public testimony and discuss any such updates as they come forward. As a standing item, sometimes there will be nothing to report; other times staff will give a brief update with limited discussion; and at certain points, such as review of White Papers associated with the Zoning Regulations Update, there will be more substantive discussion on the item. When materials are associated with the Update, as with the White Papers, such information will be made available to the public and Commission prior to the meeting. Kyle Bell, Associate Planner, presented the staff report and responded to Commission inquiries. PUBLIC COMMENT Sandra Rowley --End of Public Comment-- NO ACTION: Commissioners reviewed the Working Draft of Proposed Outline to Re-Organize the Zoning Regulations and provided general direction. COMMENT AND DISCUSSION Agenda Forecast – Deputy Community Development Director Xzandrea Fowler provided an update of upcoming projects. ADJOURNMENT The meeting was adjourned at 8:27 p.m. The next Regular meeting of the Planning Commission is scheduled for Wednesday, September 27, 2017 at 6:00 p.m., in the Council Chamber, 990 Palm Street, San Luis Obispo, California.
