CALL TO ORDER: Chair Matthew Wilkins
PUBLIC COMMENT: Each speaker is limited to two minutes of public comment for items not on the
agenda. Public comment for each agenda item will be called for separately and is also limited to 2 minutes per
speaker.
State law does not allow the board to discuss or take action on issues not on the agenda, except that members
of the board may briefly respond to statements made or questions posed by the person giving public comment.
Staff may be directed by the board to follow-up on such items and/or place them on the next board agenda.

PRESENTATIONS
1. MARKETING AGENCY MONTHLY REPORT 10 mins
Representatives from BCA + Matchfire will present the report for the marketing activities over the past
month for the SLO TBID.
2. CHAMBER MONTHLY REPORT 10 mins
Representatives from the SLO Chamber will present the report for the public relatio ns activities over the
past month for the SLO TBID.
BUSINESS ITEMS
Public comment will be taken for each individual agenda item. Each speaker will be limited to two minutes of
public testimony.
1. TRADESHOW DELEGATION 5 mins
The Board will discuss the selection process for the delegates representing the TBID at the upcoming
tradeshows.
2. FISCAL HEALTH RESPONSE PLAN INPUT 15 mins
The Board will discuss the input from the Marketing and Management committees and formalize their
communication to City Council on Fiscal Health Response plan input from the TBID.
3. 2018 RAINY DAY PROMOTION 10 mins
The Marketing committee will share the program plan for the 2018 Rainy Day campaign for the Board’s
review and approval.

At this time board members make announcements, report on activities, refer to staff issues for study and report
back to the board at a subsequent meeting.

CALL TO ORDER
A Meeting of the Tourism Business Improvement District Board was called to order on
Wednesday, October 11, 2017 at 10:01 a.m. in the Council Hearing Room, located at 990 Palm
Street, San Luis Obispo, California, by Chair Wilkins.

PRESENTATIONS
1. Marketing Agency Quarterly Report
Representatives from BCA + MatchFire briefly reviewed current activity, highlighting
additional work on backlink outreach, the 360 degree videos, “SLO Discovery
Weekend” planning, and a renewed TripAdvisor contract. Past quarter highlights also
included website content updates, site and social media metrics, and partnership
projects.
Responding to board questions, a brief discussion ensued concerning the “Sip in SLO”
promotion with Board partner, SLO Wine.

2. SLO Chamber of Commerce Quarterly Report
Chamber of Commerce representative Molly Kern, Director of Communications and
Business Education, and Dusty Colyer-Worth, Visitor Center Manager reviewed their
Public Relations report for the past quarter. Highlights discussed included visitor center
statistics on customer contacts via email, phone, and in person; events promoted and
visitor demographics; public relations and partnership successes; and capitalizing on
the SLO healthy lifestyle brand.

BUSINESS ITEMS
1. Fiscal Health Response Plan
Economic Development Manager, Lee Johnson presented the City’s approach to the
development of the Fiscal Health Response Plan concerning the CalPERS increased
pension costs. The Board was informed that they will have the opportunity to give input
at future meetings towards solutions to be considered by Council.

2. 2017-19 Tourism Marketing Campaign Presentation
Representatives from BCA + MatchFire presented the final campaign elements for the
2017-19 tourism marketing campaign titled “Be Here” and responded to Board
questions. The Board participated in a demonstration of the 360 degree video and
discussed the potential marketing impact.

TBID LIAISON REPORTS &COMMUNICATIONS
1. Hotelier Update
Board Member Walker reviewed a website ADA related lawsuit she is experiencing,
and noted that the topic should be communicated to TBID members.
2. Management Committee Update
Tourism Manager Cano reported on the Management Committee meeting of October 3,
2017.

3. Marketing Committee Update
Marketing Committee members and Tourism Manager Cano reported on the Marketing
Committee meeting of September 19, 2017, reviewing a discussion on the TBID room-
block request policy.
4. Promotional Coordinating Committee (PCC) Update
Chair Wilkins reported on the activities of the PCC, specifically reviewing outreach to
Grants-In-Aide (GIA) applicants via a recent forum.
5. Visit Slocal Update
Board Member Pearce reported on activities of the Visit Slocal Marketing Committee,
highlighting an agreement made with airbnb.
6. Tourism Program Update
Tourism Manager Cano reviewed the following:
• Contract with Host Compliance to enforce compliance short term rental agreements
• Reviewed the process and timeline for filling the Tourism Coordinator position.
• City Council will hold the annual public hearing review of the TBID program at the
upcoming November 7, 2017 meeting
• LA Magazine Food event on October 15, 2017
• Mustang Family Weekend Oct 20-22
• Fall workshop for CCTC November 1-2
• Hosting Visit Temecula Valley November 8-10
• Sustainable Agriculture Expo. November 13-15
• San Diego Bay Food and Wine event November 18

1. Smith Travel Research Reports
The committee reviewed the new STR report information and discuss the formatting options for
the Board reports. Staff presented three report formats: 1) all data displayed on one-month report
layout; 2) consolidated data to show only simplified weekday data and weekend simplified data
on one-month report layout; 3) very simplified data only showing the combined weekday and
weekend data. The committee discussed the report layouts and determined that the 2nd report style
of the consolidated data should be included in the Board packet monthly but to maintain both the

2. Fiscal Health Response Plan Discussion
Staff presented an abbreviated version of the presentation shared at the October TBID meeting on
the City’s Fiscal Health Response plan. The committee began brainstorming the Management
Committee’s items for the TBID input on the Fiscal Health Response Plan. The two main items
discussed was the support for the collection of the TOT & TBID assessments for all short-term
rentals operating within the city and the idea of an increase in TOT as a new revenue source. The
committee stated that TOT & TBID assessment should be collected from all properties operating
as short-term rentals and the revenue would be very impactful. Since they are operating as a
lodging business within the city – legally or not- they should be paying collecting and remitting
all fees and taxes required by lodging businesses in the city. The committee also discussed their
perspective as the lodging industry representatives in addressing the option to increase TOT as a
source of new revenue. The committee felt very strongly that the increase in TOT would not be
received well by the lodging businesses. They stated that it should become their burden to cover
the new revenue and that an increase in their tax rate could likely negatively impact stays in SLO
by giving a competitive advantage to other destinations locally that have a lower TOT rate. They
felt like an increase in TOT would directly reduce SLO’s appeal to family and budget conscious
travelers. They expressed concern that in raising TOT the city could find that we reduce overnight
stays and could potentially reduce the amount of TOT collected – even at a higher rate.
3. Staffing Update
Staff updated the committee on the Tourism Coordinator recruitment and hiring process. The
committee expressed support in moving the hiring along. Staff noted that Bruce Skidmore would
be the Board representative on the oral board panel.

BUSINESS ITEMS
1. SLO CAL SAVOR On-The-Road Opportunity
Staff presented the opportunity to represent San Luis Obispo in the DMO experience at SLO
CAL’s SAVOR on the road activation at Taste of Washington in Seattle on March 24 & 25, 2018.
After review of the opportunity and discussion, the committee requested additional information
before forming a decision. There is a potential to serve local beer at the activation, and the
committee discussed the value of this opportunity.
Recommendation: The committee is tentatively interested in the activation, but recommended
more research on the partnership and opportunity.
2. Rainy Day Promotion Direction
The committee reviewed and discussed the program plan for the 2018 Rainy Day promotion. The
committee discussed the option of using cash or American Express gift cards as opposed to Visa.
After discussing promotion blackout dates, the committee decided to add the new SLO Discovery
Weekend (partnership with Cal Poly) (Feb 2-3, 2018) as a blackout date. Additionally, Matchfire
and BCA will research gift card promotions and have a recommendation on what payment
method to use by the next board meeting.
Action: The committee added Cal Poly Weekend, Feb 2-3, 2018 to the list of blackout dates for
the Rainy Day promotion.
3. Fiscal Health Responses Plan Discussion
The committee discussed the components that are being considered by the City: operational
reductions, new ways of doing business, employee concessions, and revenue options. The
committee discussed potential recommendations that may impact the TBID, including the
possibility of increasing the TOT and discussed its effect on the guest lodging decisions.
Recommendation: The committee recommended more discussion on the increase of the TOT.
4. New Business
The committee discussed the new Virtual Reality goggles that will be mailed out to leads along
with a Sip and SLO promotion.

The committee reviewed and discussed the GIA survey results and feedback from their
recent GIA applicant forum. Discussion ensued on eliminating items from the grant
contract limitations list and broadening scope to enable applicants to more effectively
take advantage of available funding. Based on this discussion, staff will present an
updated list to the Committee at their next meeting. Additional discussion was held on
the similarities and differences between the GIA and the Events Promotion programs,
on the merits of the sustainability track, and researching the possibility of offering
media marketing sources for applicants.

continue to be promoted/supported by the App or if a website should be considered
instead.

and timeline for filling the vacated position.

VSC President & CEO Chuck Davison joined more than 1,500 bike enthusiasts and thousands of
social media viewers from around the globe in experiencing the wonders of the Central Coast last

VSC Hires New PR Agency
In September, the Board of Directors approved the Marketing Committee’s
recommendation to select Turner Public Relations as VSC’s PR Agency of Record. Turner
was chosen from three other PR firms due to their innovative and strategic approach,
strong measurement focus and their authenticity. With offices in Denver and NYC, Turner
will represent SLO CAL to travel, lifestyle and other media on the national stage.
Fall Industry Educational Symposium
On September 21, Visit SLO CAL held its annual Fall Industry Educational Symposium.
During the event, 120 attendees learned about the latest tourism industry trends and
received helpful insights from Visit SLO CAL, Visit California, Arrivalist, JBS Hotels-
Hotelbeds Group and Host Compliance. Topics included:
• An update about current VSC initiatives
• Insights gained from VSC’s recent advertising campaign, such as booking
