In this letter I amagain stating that there is no mention in the 2017 Annual Progress Report of your, Kit Gould-Himelblau's or Rick Racouillat's hard work searching over the past year for a suitable park site. In fact there is no mention of the proposed North Broad Street Neighborhood park anywhere in this report (i.e., the 2017 Annual Progress Report) far less a description detailing the progress being made. Moving on to the Draft 2020 Parks and Recreation Strategic Plan, there is no mention of Objective 4.3.2 on page 3-17 where the Goals and Objectives first appear. I belatedly discovered that Objective 4.3.2 does indeed show up 14 pages further on - on page 3-31 - seemingly as an afterthought (and I apologize for being remiss in catching this). Nevertheless, I believe my point is still very valid in that there is no exposition whatsoever about how the $740,000 appropriation is being handled nor is there any clarity coming from the P & R Commission regarding the following: 1 "...greater clarity in pursuing a particular site in collaboration with theSafe Routes to School, and...there be some type of articulation to pursuea time frame for a park in the North Broad Street area." Shelly Stanwyck informed New Times back in June 15, 2017: "We'll be looking and talking to any large-property owners to see if they have an interest in either a sale or lease ," Note my emphasis on the word "We'll" meaning that it is not solely up to the neighborhood to do the heavy lifting...it is also up to the P & R Commission to do much of the heavy lifting, per direction from the City Council. And I believe the public has a right to know what has transpired up to this point. I hope this might help clarify my position. At the June 1, 2017 Special Meeting of the City Council under Business Item 1 - Preliminary 2017-19 Financial Plan - ÅCity Manager Lichtig summarized Council consensus to take the Park and Recreation Element funds ($160,000) from the $900,000 and leave the remaining money for the park, to continue to fund the Safe Routes to School and the Broad Street Bike Boulevard, she noted a desire to put some greater clarity in pursuing a particular site in collaboration with the Safe Routes to School, and that there be some type of articulation to pursue a time frame for a park in the North Broad Street area.Æ 1 2017 ANNUAL PROGRESS REPORT - GOAL #4 EXPAND PARKS AND FACILITIES (pages 3-49, 3-50 & 3-51) Investment in Capital Projects to Expand the Use of Parks & Facilities Sinsheimer Park Playground Re-Opened November 2017 with hundreds of community members using it every day! New Kikuyu Grass at Damon Garcia Sports Field New Kikuyu grass planted on Field B in 2017 on a trial basis. Renovations are planned for Ðelds A, C, D in 2018. Regular Ðeld visits with user groups support ongoing communication, active problem solving and innovative ideas. Dog Off-Leash Area Safety Enhancements Surveyed Dog Park Users and Explored PetSafe Dog Park grant opportunity. Results of survey; users like unfenced. 178 people responded, 41% people prioritized wood chips as the preferred surface, 77% of Laguna Dog Off-Leash Area users want to keep it open and unfenced. Laguna Dog Off-Leash Area capital project for safety enhancements allocated $50,000 for site improvements, including visual boundary markers, pavement collars at water stations to reduce mud, 900+ feet of new fencing to improve safety along parking lot, new signage & wood chips Ðlled in cracks to increase pet & owner safety when walking. ADA Trail at Laguna Lake Park 1Ì4 mile long ADA accessible nature trail installed at Laguna Lake Park French Park Pickle Ball Multi-Use Lines on Tennis Courts Increased use of sports courts: 190 pickle ball players weekly at 4 city locations = 9,880 players annually. There is also missing from your 2017 Annual Progress Report the following, excerpted from a June 15, 2017 New Times article: ÅWith the council's direction, city staff will begin reaching out to property owners in the neighborhood to gauge interest in entering land negotiations with the city, SLO Parks and Recreation Director Shelly Stanwyck said. "We'll be looking and talking to any large-property owners to see if they have an interest in either a sale or lease," Stanwyck told New Times. Finally, there is no mention of the proposed North Broad Street park under ÅSummary of Goals and ObjectivesÆ Goal #4 ÅExpand Parks and FacilitiesÆ in 2 the Draft 2020 Parks and Recreation Strategic Plan on page 3-17. The only reference to a North Broad Street Neighborhood park shows up 14 pages later on page 3-31 where there is an additional objective added 4.3.2 ÅPursue a new park located in the North Broad Street NeighborhoodÆ. Increase access to non-City turf facilities, and increase the number of City turf facilities. 4.2. Maintain current facilities and infrastructure to optimal levels. 4.3. Maximize the potential of new developmentsÈ neighborhood parks to provide amenities beyond Park & RecreationÈs existing resources. page 3-31 4.1 Increase access to non-City turf facilities and increase the number of City turf facilities. 4.1.1 Pursue additional facilities that are lighted. 4.1.2 Plan for additional Sports Fields for purchase and development. Identify property; negotiate for acquisition. Expand Damon Garcia through purchase of surrounding properties.
