HomeMy WebLinkAbout12-06-2017 Stanwyck - Item #3 Memorandum Parks and Recreation Commission Date: December 4, 2017 TO: Parks and Recreation Commissioners FROM: Shelly Stanwyck, Parks and Recreation Director SUBJECT: Correspondence Regarding PRC December 6, 2017 Agenda Item #3 2017 Annual Report: 2020 Parks and Recreation Strategic Plan The Commission has received two correspondences (one of which has been revised by author Allan Cooper) as of the writing of this memorandum regarding key action number 4.3.2 of Goal 4, Objective 4.3 of the Department’s Strategic Plan. The First Annual progress report on the Department’s 2020 Parks and Recreation Strategic Plan was intended to highlight major accomplishments at the objective level. It was in no way a recitation of all the work done on the Plan or by staff throughout the year. Rather it was focused on completed projects, tangible results, metric based activities, and often group and community activities that were visual in nature and expressive of the diverse work undertaken by all staff in the Department. Staff continues to work on the direction provided to it by Council on the topic of a North Broad Street Park and has meet with the neighborhood leadership following the email below and expects to have enough information to meet with them again in December or January. Below is the email that I sent to Council providing them with an update on this topic in October. Since the effort is a work in progress there was no completed project to report out on in the first annual strategic plan report. Please be in touch with any questions you may have. Email Sent by Staff to Council and Neighborhood Leadership on October 18, 2017 Dear North Broad Street Neighbors: This is written follow up to public comments made last night and respond to a misunderstanding about staff’s continued work on a park in the “North Broad Street” neighborhood as directed by Council. Staff have been working on this project and were awaiting “word” from a property owner. As you may recall during the June 1 and 20, 2017 Council meetings this topic was discussed in the context the City’s 2017-19 Financial Plan and use of a prior General Fund contribution Park Land Fund for that purpose. During these two meetings Council made formal adoption of the City of San Luis Obispo, Title, Subtitle Correspondence Regarding Agenda Item #3 Page 2 budget and from staff’s review of the videos, presentations, and discussions, by consensus Council directed staff to: 1. Pursue a park site in the North Broad Street neighborhood that facilitates a park and the Broad Street Bike Boulevard together. 2. The General Fund contribution to the Parkland Development Fund for a park in the North Broad Street neighborhood shall be reevaluated as part of the 2019-21 Financial Plan if no active pursuit of property is underway. 3. Council approved the transfer of $160,000 from the General Fund designated contribution in the Parkland Fund to fund the Parks and Recreation General Plan Element and Master Plan update. Staff has received word from the Church of Latter Day Saints (this past Sunday) which owns property bounded by Foothill Boulevard and Ramona Drive. The good news is the Church is comfortable beginning negotiations for a bike path. The bad news they are not interested in sale or other form of acquisition of it for park purposes by the City at this time. They have indicated that they are considering utilizing that space themselves but will of course let staff know if that goal changes in the future. Given this, a park and the Broad Street Bike Boulevard cannot at this time be pursued together. Staff however believes that a property review and discussion with the North Broad Street neighborhood should continue consistent with the existing Parks and Recreation Element which identifies the need for a park in this particular neighborhood. Staff would like to meet with you and discuss the results of a mapping exercise we have started in which we will try to identify undeveloped properties that may have potential for pocket park purposes in your neighborhood. Staff would like to meet with you as the “leadership” group of the neighbors to receive input regarding the potential for pocket parks in this neighborhood. Following that meeting staff will have a better understanding about any properties that are not developed and that could be further analyzed. Following this staff would need to return to Council for further guidance given the direction received thus far. Could you let me know if you are available to attend a meeting at Parks and Recreation, 1341 Nipomo Street on any of the days and times listed below? At that time, we will have completed a map to use for discussion purposes and think about an hour discussing it would be very productive as a next first step. Date Time Available?
