Park and Recreation Commissioners and Director Stanwyck,
This is regarding the Northern neighborhood park, please indicate what steps have and
are being taken to procure a park by the Parks and Rec Department, including what has
transpired in 2017 and future plans. Our northern neighborhoods are quickly increasing
in population due to new apartment developments and infill. Many residents of student
and senior apartments do not even have yards. Vacant land is increasingly scarce and
time is of the essence in pursuing land for a park.
This has been identified since the 1970's in the General Plan as the only older
neighborhood in need of a park. Please identify in your 2020 Strategic Plan or Annual
Report an accounting of money that was originally designated for our park last year by
the City Council ($900,000) and how much we now have remaining since P&R took
$160,000 to pay for a consultant to do the P&R element update to the General Plan. The
specific amount of money left in our park fund should be information available to the
public in an open and transparent way, easily accessed by residents each year.
It is my understanding that developers are required to pay into a park fund. According
to the Quimby Act, “The money collected shall be used only for the purpose of acquiring
necessary land and developing new neighborhood and community park or recreation
facilities reasonably related to serving the subdivision.” Even though Affordable Housing
Projects are waived the Quimby fee, the Quimby fees garnered by the proposed 790
Foothill Mixed Use project, the Olive Street Mixed Use project and the Ferrini Apartment
project should be applied toward this park. Therefore will these new neighborhood
development fees (and/or in lieu fees) be added to the money currently set aside for this
neighborhood park?
