HomeMy WebLinkAboutAC 12-06-2017 Stanwyck - Item 3 part 2 Memorandum Parks and Recreation Commission Date: December 5, 2017 TO: Parks and Recreation Commissioners FROM: Shelly Stanwyck, Parks and Recreation Director SUBJECT: Further Correspondence Regarding PRC December 6, 2017 Agenda Item #3 2017 Annual Report: 2020 Parks and Recreation Strategic Plan The Commission has received additional correspondence as of the writing of this memorandum regarding key action number 4.3.2 of Goal 4, Objective 4.3 of the Department’s Strategic Plan. From the correspondence, there appears to be some confusion about the City’s budgetary processes as well as the need to correct a narrative page in the City’s Financial Plan. Council Direction Regarding Allocation of the Parkland Fund On June 1, 2017, by consensus, a majority of the City Council directed that of the $900,000 of General Fund contribution to the Parkland Fund (allocated by a prior Council for the purposes of funding a park in the North Broad Street neighborhood) $160,000 of it be reallocated to fund an update of the Parks and Recreation Element and Master Plan. This direction was affirmed in the resolution of June 20, 2017 when Council unanimously adopted the 2017-19 Financial Plan. Page A1-24 of the Published Financial Plan Has Not Been Updated to Reflect Council Direction Section A of the 2017-19 Financial Plan is a budget summary. Upon review, page A1-24 reflects the narration associated with the preliminary budget not the adopted budget. The City’s Finance Director and Budget Manager have been advised of the need to correct this narration. This narrative does not change Council’s direction or staff’s implementation of the same regarding the Parkland Fund. Therefore, the Parkland Fund presently has $740,000 of General Fund Allocation designated for a North Broad Street Park. Staff’s Role in Budgetary Implementation It is the City Council who has the authority to make budgetary decisions and fund allocations and re-allocations. As noted above it was a majority of the Council who directed the funding for the Parks and Recreation Element and Master Plan Update. Staff, does not independently act on budgetary matters. Staff implements Council’s budgetary direction. Quimby Fees Lastly there was mention of Quimby Fees (parkland impact fees) in one correspondence. Those fees are governed by state law and may not be assessed to multifamily housing (the projects listed in the correspondence). The City is currently studying other wa ys to assess parkland related fees for those types of projects as it updates its impact fees.
