Although the Commission will not take action on any item presented during the Public Comment Period, the Chair may direct staff to place an item on a future agenda for formal discussion. APPEALS Any decision of the Architectural Review Commission is final unless appealed to the City Council within 10 days of the action. Any person aggrieved by a decision of the Commission may file an appeal with the City Clerk. Appeal forms are available in the Community Development Department, City Clerk’s office, or on the City’s website (www.slocity.org). The appropriate appeal fee must accompany the appeal documentation. The City of San Luis Obispo wishes to make all of its public meetings accessible to the public. Upon request, this agenda will be made available in appropriate alternative formats to persons with disabilities. ROLL CALL Present: Commissioners Amy Nemcik, Brian Rolph, Micah Smith, Richard Beller, Allen Root (arrived at 5:04), and Vice-Chair Angela Soll Absent: Chair Wynn Staff: Deputy Director Doug Davidson. Other staff members presented reports or responded to questions as indicated in the minutes. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. --End of Public Comment-- APPROVAL OF MINUTES ACTION: MOTION BY COMMISSIONER ROLPH SECOND BY COMMISSIONER SMITH, CARRIED 5-0-2 TO APPROVE THE MINUTES OF THE ARCHITECTURAL REVIEW COMMISSION MEETING NOVEMBER 13, 2017, as presented. ACTION: MOTION BY COMMISSIONER SMITH SECOND BY COMMISSIONER ROLPH, CARRIED 5-0-2 TO APPROVE THE MINUTES OF THE ARCHITECTURAL REVIEW COMMISSION MEETING NOVEMBER 20, 2017, as amended: Page 2: “Condition 41 change the tree size from 15 to 24 gallons and require the use of structural soils.” DRAFT Minutes – Architectural Review Commission Meeting of December 4, 2017 Page 2 PUBLIC HEARINGS 1. 3765, 3777, and 3987 Orcutt Road; Review of the single-family residential building program and typical landscape plans proposed for the Righetti, Jones, and Imel subdivisions, including requested rear yard setback exceptions, and a determination that the project is consistent with the certified Final EIR for the Orcutt Area Specific Plan and adopted Mitigated Negative Declarations for the Righetti, Jones, and Imel Vesting Tentative Tract Maps. Case # ARCH- 1134-2017; R-1-SP and R-2-SP zones; Williams Homes, applicant. (Shawna Scott) Associate Planner Shawna Scott presented the staff report with the use of a PowerPoint presentation and responded to Commissioner inquiries. Applicant Representative Mike Badner, Project Manager, and Mike Cantrell, Architect, provided a presentation of the project and responded to Commissioner inquiries. Applicant, Pat Henneberry, provided brief comment and responded to Commissioner inquiries. Public Comments: Steve Delmartini. Travis Fuentez. --End of Public Comment-- ACTION: MOTION BY COMMISSIONER BELLER, SECOND BY COMMISSIONER ROLPH, CARRIED 6-0-1 to adopt a Resolution entitled: A Resolution of the San Luis Obispo Architectural Review Commission approving the Residential Building Program for 199 R-1 and R-2 zoned lots within the Orcutt Area Specific Plan Righetti, Jones, And Imel Subdivisions, including specified rear yard exceptions, and a determination that the project is consistent with the Certified Final Environmental Impact Report for the Orcutt Area Specific Plan and adopted Mitigated Negative Declarations for the Righetti, Jones, and Imel Vesting Tentative Tract Maps, as represented in the staff report and attachments dated December 4, 2017. 3765, 3777, and 3987 Orcutt Road (ARCH-1134-2017) with direction to Staff to work with Applicants to ensure the project complies with Orcutt Area Specific Plan guidelines, including: Design Guideline 2.2; Design Guideline 2.4; Design Guideline 3.6, to ensure corner lots comply with intent of guideline; and Design Guideline 3.9; and with an amendment to Condition #4 to include sand- and smooth-finished stucco.
