Thank you. I actually knew that. But I think these somehow overlap with questions we will be asking previous council
members. There is a certain philosophy that directs ones belief about what is required to attract viable candidates.
In other words, if compensation is tax-free, would that make a difference? For example, better medical dental etc.
because one isn't working full time in order to serve their city.
Or, what is the motivation for becoming a City Council person; to be a politician (LA @ $190,000) or to altruistically serve
your city (San Clemente @ $500)?
How often should compensation be reviewed? And should it be adjusted for cost-of-living which would mean it can go
up or down?
Would hope our questions will somehow clarify previous members answers regarding motivation.

I’m sorry Marcia, I should have been more clear in my previous email, but the questions to be submitted
are the inquiries you’d like to include in the questionnaire to former Council Members and Planning and
ARC Commissioners. I understand that the below questions are more fundamental and give context to
developing a recommendation. I can print out your inquiries for distribution and the committee may
want to agendize another meeting in January to discuss fundamental issues, before the survey results
are available.

Sorry to be so late with this. I was out of town until today. Here are a few questions I hope to address at
today's meeting:
Should we come to a philosophical consensus regarding the "purpose" of paying CC? Are they
politicians or citizens sharing their talents and concerns to help SLO continue to be a vibrant healthy
town?
1
Is the money a "stipend"? In other words, distinct from a wage or salary because it is not payment for
work performed, instead, it is payment that allows one to be exempt partly or wholly from a salaried
position in order to take on a roll that is not normally paid? (Source: Wikipedia)
Can we all agree that CC is under compensated now?
Should benefits be increased along with the stipend/pay? For example, an allowance that is paid to
cover assumed expenses (no documentation required)?
Should adjustments to monthly allowance be adjusted according to the CPI for urban consumers? If so,
how often?
Are there tax advantages to CC members if money received is categorized as an "allowance" or
"expense" reimbursement?
Thanks for helping us stay organized!
