HomeMy WebLinkAbout11-21-13 Item 1 - C3 MinutesCITY OF SAN LUIS OBISPO COUNCIL COMPENSATION COMMITTEE MINUTES Thursday, November 21, 2013 4:30 PM Finance and IT Conference Room, 1st Floor, 990 Palm Street San Luis Obispo, California CALL TO ORDER A meeting of the Council Compensation Committee was called to order on Thursday, November 21, 2013, at 4:30 p.m. in the Finance and IT Conference Room, located at 990 Palm Street, San Luis Obispo, California, by City Clerk Mejia. ROLL CALL Committee Members Present: John Ewan, Amy Kardel, Gordon Mullin, Marcia Nelson, and Ken Tasseff Committee Member Absent: None Staff Present: Monica Irons, Human Resource Director, Anthony J. Mejia, City Clerk, and Heather Goodwin, Deputy City Clerk PUBLIC COMMENT No members of the public were present desiring to speak. OATHS OF OFFICE City Clerk Mejia administered the Oath of Office to all Committee Members. SELECTION OF CHAIR AND VICE CHAIR MOTION BY COMMITTEE MEMBER MULLIN, SECOND BY COMMITTEE MEMBER KARDEL, CARRIED 5-0, to appoint John Ewan as Chair. MOTION BY COMMITTEE MEMBER KARDEL, SECOND BY COMMITTEE MEMBER NELSON, CARRIED 5-0, to appoint Gordon Mullin as Vice Chair. Council Compensation Committee Minutes – November 21, 2013 Page 2 DISCUSSION OF ACTION PLAN AND TOPICS FOR FUTURE CONSIDERATION Human Resources Director Irons and City Clerk Mejia distributed the 2008 Council Compensation Survey; summarized the current compensation package for Council, Planning Commission, and Architectural Review Commission; noted that the updated survey results are anticipated to be completed by February 2014 . Council Compensation Committee Survey Discussion ensued relative to whether former and current Council Members should be surveyed to determine how many hours are worked to fulfill their dut ies and their personal outside income. Following discussion, MOTION BY COMMITTEE MEMBER KARDEL, SECOND BY COMMITTEE MEMBER TASSEFF, CARRIED 5-0, to conduct the 2014 Council Compensation Committee Survey utilizing the same survey criteria as 2008. Former Council Member and Commissioner Questionnaire Discussion ensued regarding the possibility of developing a questionnaire for former Council Members and Commissioners regarding their thoughts on compensation levels and whether serving in their capacity resulted in lost opportunities. It was suggested that the questionnaire be sent to all former Council Members, over the past 20 years, and the past ten Planning Commissioners and Architectural Review Commissioners not currently serving. By consensus, the Committee directed staff to agendize the issue of developing a questionnaire for former Council Members and Commissioners for its next meeting. Council and Mayoral Responsibilities (Job Descriptions) Following discussion, it was agreed that the Committee Members would review the Council and Mayoral responsibilities as outlined in the City Charter. SCHEDULE OF FUTURE MEETING DATES The Committee agreed to schedule its next meeting for Monday, December 16, 2013 at 4:30 p.m. ADJOURNMENT The meeting adjourned at 5:36 p.m. Heather Goodwin Deputy City Clerk Approved: XX/XX/XX
