Our water rates include ALL of the costs for treating the water, including employee salaries/benefits, plus Utilities Department overhead costs and a pro-rata share of administrative costs (which include salaries/benefits of Administration, Human Resources and Finance personnel and the materials they use). The same is true for our sewer rates. Any decisions regarding changing the water and sewer rates should be delayed until after decisions have been made by the various employee groups regarding the types and amounts of salary and/or benefit reductions that will be implemented. Until we know the results of the streamlining of city operations and employee salary and/or benefit concessions, it seems premature to make any decisions. Even April may be too soon. Once the facts are available we may find we do not need this level of rate increases in order to meet expenses, maybe nothing but a small increase in the fixed fee to add to the stability of the revenue stream.
