Item 9 of 1/16/2018: I have spoken to the council twice before on this issue and have submitted two letters for the record prior to today. My parents bought a home on Bishop Peak in 1962, and I have hiked both Bishop Peak and Cerro San Luis all my adult life. Until a couple of years ago when the city enforced an ordinance prohibiting us from hiking after one hour after dark, it became impossible to hike with my friends during the non-daylight savings months of the year after they got off work. Prior to that I had been hiking year round once a week with my friends starting at 5:30pm. We have always been off the mountain in the winter by 8pm. We have never had an accident and do not disturb wildlife. During the winter months our preferred hike is on Cerro San Luis because it is a safe, wide, graded road. Allowing extended hiking on Cerro San Luis is reasonable and is consistent with the city's goal of promoting a healthy outdoor lifestyle.
