Mayor Harmon and City Council Members,
Since the Council is again considering a pilot program to open Cerro San Luis to hikers and bikers at night, I
would like to express my relief in noticing that the Staff intends to open the mountain to only 65 persons each
night. I have no doubt the City will enforce this program as well as it presently does our permit districts, and I
would like to make a few suggestions to help you with the enforcement:
There are six widely used entries to Cerro San Luis: Serrano, Tassajara, Luneta, Carriage Rd., Lemon Grove
Loop, and the access road by the Madonna Inn.
1) Place a ranger at each entry every night to ensure that nobody enters without a permit, and everyone exits on
time. It will only require 6 rangers. If you are a little shorthanded, I am confident Mr. Hill and Ms. Stanwyck
will be delighted to give a hand.
2) Ask for the help of the National Guard. They could easily patrol the area and it would give them something
to do, considering that things have been awfully quiet lately.
3) Use super guard dogs trained to respond to particular permits. People are afraid of big dogs. Come to think
of it, wildlife is afraid of them too. Forget the dogs.
4) Add robots to the Natural Reserves. That's the future. Robots will not harm the little creatures that are
feeding at night, and they behave much better than people. I highly recommend robots.
5) If all fails, build a wall around the mountain. President Trump will be delighted to contribute to the fund.
I also urge you to use vanishing ink on the permits--the kind of ink that slowly disappears as you walk along--
because City Management may be sued if they hand out permits to people who end up causing accidents to
other hikers. Lawyers are always on the look-out, and one cannot be too careful.
I commend the Staff for listening to the hard-working people who were cheated of their well-deserved night
hikes and rides on Cerro San Luis while those who were not working could frolic out there all day long, and I
thank you for placing their rights above those of silly little critters who, as everyone knows, contribute very
little to us humans.
