Dear Planning Commission,
"In the context of this initial review, it is premature to definitively determine the project’s consistency with the General Plan
and related policies, but direction provided at this meeting will be used to guide the process and potential revisions to the
Specific Plan and development project. The draft Specific Plan is still undergoing review and refinement through the EIR
process and may change as a result of that process; therefore, a detailed policy consistency determination is not yet
possible."
So what is staff actually asking you as Planning Commissioners to do at this meeting? It appears as though City staff is
promulgating a process through the "Key Questions" section 5.0 that is intended to create a de facto project approval
without any supporting documents or CEQA analysis.
It's highly probable that the developer will expect approval of the project as submitted if the commission's "Key Questions"
are addressed during this meeting.
