There may be significant, unavoidable, and extensive impacts that may require extreme mitigation measures, making it impractical for this Commission or the public to evaluate the project and make informed opinions and/or comments. It seems this review puts the cart before the horse and is unfair to this Commission and the public in that all of the necessary information is not yet available to review. As a nearly 40 year resident of the Laguna Lake area, I am most concerned about the traffic. As you all know, LOVR, Madonna Road, and South Higuera are already heavily impacted with traffic congestion. Council has approved the first phase of San Luis Ranch, without requiring the construction of the Prado Road Overpass. Council also approved the first phase of Avila Ranch without extending Buckley Road to South Higuera. Many of us living in the area are incensed that our city leaders are allowing the initial phases of these projects to be built without these much needed mitigations to relieve some of the congestion and improve traffic circulation in the area. Now the Froom Ranch project is coming forward with senior and multi-family housing traffic, adding to the existing and future extreme congestion. The additional traffic from this project, coupled with the other two projects, will tip us over the edge to total gridlock on LOVR--particularly since another traffic signal is proposed for this project at Auto Park Way. This will total SEVEN, yes SEVEN, traffic signals on LOVR from Madonna Road to South Higuera--a relatively short distance. It's unfathomable to believe that a proper EIR won't find this impact significant, unavoidable, and not mitigatable. It makes sense that anyone reviewing this project would need to know all significant impacts before giving any direction or making any knowledgeable comment or direction on this project. However, if you are required to do so at this meeting, I hope your direction and/or comments will not be interpreted as tacit approval of this project in its current form and that it is understood by all that this project cannot be fully evaluated until an EIR is presented and this Commission and the public have had an opportunity to thoroughly review it and provide input.
