Why? Staff states: "For the purposes of the 2015 approvals, the completion of supporting and necessary public infrastructure was largely tied to traditional milestones of 'prior to issuance of building permits' or 'prior to the issuance of occupancy permits'". There is a logical and necessary reason for this. Traffic mitigations should be addressed prior to the occupation of a housing tract, not after. Would you consider postponing other forms of infrastructure such as water or sewer hook-ups until after a phase is completed? Moreover, there is no guarantee that Phases 2 and 3 will ever begin. The applicant is requesting that these improvements be permitted to be started during Phase 1, with no indication when the actual start date would occur. If the applicant begins making these improvements at the end of Phase 1 without proceeding to Phase 2, what would you do? I believe that the required modifications to the Tank Farm and Orcutt Road intersection is your first priority for the reason that it will cost the developer far less than installing the secondary access road mandated via Hansen Lane. So if you were to deny the postponement of one mitigation, deny this one. However, aside from the evacuation considerations (particularly in a potential flood plain), the secondary access is also important because it will reduce the volume of traffic that would otherwise pour out onto Tank Farm Road if this access road were not completed. So please do not “kick the can down the road” and allow these mitigations to slide into Phase 2 (assuming Phase 2 will ever happen!). Thank you! 1
