(Please see my photos, attached.) The proposed 45 foot structure will not only block most of the sunlight coming into my personal space but will also violate privacy, bring more noise and exacerbate the already problematic parking issues. I commend the architect for his removal of balconies and windows from the south. However, the plans show both windows and balconies on the east side that can look directly into my home. Since this will violate my privacy, I respectFully ask that these be removed. Windows and balconies should look out on existing non-residential areas only. According to the city of SLO Land use Element, Also, 2.2.10 re Compatible Development: "All new buildings should respect existing buildings which contribute to neighborhood historical or architectural character, in terms of size, spacing, and variety. (ref. 9.7.5 Building Design and Siting) The scale of this project as proposed is a gigantic hulk of mass positioned on one end of the property in such a fashion as to severely impact the immediately adjacent single story neighborhood of historic homes. This neighborhood consists of more than Monterey Street. The proposed motel backs directly onto a residential area of homes built in the 1920s. While there is a commercial corridor on Monterey, the surrounding and 'nearby' structures are nearly all single story. The exception of Quality Suites is in the middle of the next block and is not immediately adjacent to residential uses. It is a three story structure set on a spacious site and does not dominate adjacent buildings. There is no existing creek or greenscape to buffer the transition between the proposed motel and existing single story homes. According to the Land Use Element, (2.2.4) "Residential areas should be separated or screened from incompatible, non-residential activities... Residentia! areas should be profected from encroachmenf by detrimental commercial activities." A notable lack of landscaping is evident at the south side of the structure. One reason for this may be the close proximity to the property line which is about seven feet away from my patio. As presently propsed, approximafiely half of fihe available space to the west is left open for parking and turnaround, leaving a 45 foot tower on the south and east to confront existing residents' view, light, and space. The second story could be extended over a portion of the parking, reducing the height to three stories. While that would still be problematic, it would offer a somewhat less stark and incompatible contrast with the residential neighborhood. It should also be noted that on November 6, 2007, the City Council adopted the following: "should"language is intended fo be followed unless there are specific extenuating circumstances.
