My name is Menzie Cliff and our family resides at 1568 Higuera, directly behind the proposed 45 foot building. Our backyard abuts the South elevation and is NOT an office as shown in the architects plans (Attachment 3) but a den/studio for my private use, an extension of my home. My backyard studio is two feet from the property line and 6 feet from the proposed structure. This demonstrates how close we are. I am very concerned that open parking is planned for the entire ground floor of the project. There is NO protection for me or other residences from either headlights, noise or noxious fumes from so many cars. The few shrubs that are proposed will not alleviate this problem. Indeed, the plantings appear to be usurping an easement that exists between our properties. I am, therefore requesting that a wall be built enclosing the South side of the garage and extend the length of the proposed parking lot to protect all the residences on that side. I am pleased that windows, balconies and lights have been removed from the plans as this prevents overlook into our bedroom, bathroom, studio, family room and backyard garden. This is not currently a problem with a less elevated building. The properties are so close and the proposed buildings so massive, it will overwhelm all the neighboring residences and be block the views from multiple neighboring residences. Five different domiciles are effected just on our side of Higuera. Land Use Element 2.2.4 Residential next to non residential should be separated or screened. As the is almost no separation, I request that tall trees be planted to provide the stipulated screen. All the houses that abut the proposed project are family residences which are includes in O zoning regulations and have been encouraged by the city.
