I am currently out of town on family business or I would address the Commission directly. I have reviewed the plans for
the above proposed project on the ARC website and am first struck by the absence of drawings of the West and North
views of the motel. Shouldn't we have a view of all sides?
1568 Higuera is our home. Our house will be directly behind the massive 45 foot structure. Ours is a one story home as
are the majority of the 31 residences in the block bordered by Grove, Higuera, California and Monterey. Contrary to first
glance and in keeping with O zoning regulation, we are a significant residential community where the majority of us have
lived for 15-20 years. Most of the homes were built in the 1920's and 1930's. Former residents include the Muzio and
Gin families, Bill Roalman and Miles Fitzgerald, former long time City Attorney. One of our neighbors lives in the home
her father built and where she grew up and she is now in her eighties. This way too tall structure will have a
tremendous impact on all of us including blocking light and views and adding to an existing parking problem.
The project calls for a reduction in required parking places. Daily we see people circling the block waiting for someone
to leave a parking space. Where will employees park? Motel guest visitors?
With regard, specifically to our home, I have the following requests, enclose the garage so that we are not subject to
fumes, noise and headlights. Screen the building with tall trees, reduce the structure to two stories in keeping with the
rest of the neighborhood.
In 2007 the City Council decided that "should" language is intended to be followed unless there is a specific extenuating
circumstance. I am hopeful that the Commission will keep in mind the following Land Use Elements when reviewing this
project:
1.7.5. Building design and siting. All new building structures should be subordinate to and in harmony with the
surrounding landscape.
2.2.4 Residential next to non-residential areas should be separated or screened...
