neighbors privacy. What aze the mitigating factors to be imposed on the developer,ogerators and
owners of this proposed development to curb these pollutants?
The other neazby motels are 2 and 3 story buildings and the one three- story building
does not loom over the back yards of its neighbors. The closest three story building up the street
on Monterey is set back 75' or so from the road making it appear to be a two story structure.
Furthermore,the other structures have several trees helping screen the structure and those then
contribute to the established neighborhood character.
I realize years from now,the trees and schrubs planted toda.y should grow to hide or
lessen the impact on the neighborhood. But why should we wait. It is the develoger, owners and
operators who want to change the character of our neighborhood now. I believe it is imperative
for them to fully lessen their impact on our neighborhood today!
The physical footprint of this proposed structure will be doubling the existing size,
doubling the expected usage of local roads, doubling the noise, doubling of the water usage and
doubling of pazking concerns. I do like the idea of building in SLO City,but just because an
owner"can build" a structure to his or her liking, does not mean the structure "should be built" at
the expense of the neighbors. This site is flush to the street and will be an imposing structure
from all sides.
The City of SLO has seen water restrictions in the past and most likely we will see them
again in the near future. Given this project will double the existang structure, it is fair to assume
the water usage will also double for the future. What water restrictions is the City prepazed to
enforce before this structure is approved for building? Are these restrictions justified for the
current water usage? Should these restrictions be even more rigid as SLO City projects future
water usage for residential and commercial users in the entire city?
Parking on my block(1500)of Higuera has always been a"mixed user" area. Mostly at
my end of the block, SLO HS students regulazly pazk their cars from eazly mornings til about 3-
3:30 PM.I have discussed this matter with business operators and home owners many times.
Then there is the weekend crowd frequenting the comer upscale eatery, Splash Cafe. Its pazking
lot is almost always full. And the boutique hotel next to Splash,well that lot is always full and
this complicates the pazking for that corner. From that location,my parcel is just one-half block
away. Yet,patrons of the eatery are always parking on the 1500 Higuera block.
On the other side,my parcel is one block away from the proposed site and one block
away form the High School. My observation is neither of these distances are an impediment to
parking on Higuera when the business of the person is not grounded on Higuera Street. I
envision situations where the 1500 block of Higuera becomes an"Overflow parking lot" unless
restrictions are placed on the proposed developer,owner and operators of the new structure. The
parking lot at the Veterans'Building on Grand Avenue could be the designated"Overflow
parking spots". To alleviate the parking concerns,the hotel could be mandated to initiate a
valet parking system if the need arises for"city wide advertised events".
I noted in flyer for this heari.ng,the hotel will provide additional bicycle. How much
space do bicycles require?There is so much news lately about clean air,will the developer,
owners and operators be required to offer bicycles to its patrons in addition to the bicycle
pazking so as to cut down the velucle traffic in the city?
I do not know whether this structure will block any direct sunlight for the neighbors
properties,but it must be anticipated that a structure as proposed will have some impact on the
plant life for the neighbors. Has the City addressed this element?I would like to see some
comments by the commission directed to whether this is a legitimate matter to be addressed.
For these many concerns,I urge the Architectural Review Commission to impose a
series of mitigating factors to address these concerns which would demonstrate a sensitivity to
the design context of surrounding neighbors,provide additional landscaping to soften the "blunt-
