Madam Mayor and Council,
I am writing to ask you to consider removing the Anholm Bikeway (item 11) from the consent agenda. It seems the
resolution lacks clarity for making the entire route safe for cyclist.
During the Feb. 6th meeting, the approach for improvements at the northern and southern ends of the route were clear
and less contentious and as a result a timeline with clear direction to staff was captured. For the middle section of the
route (between Lincoln and Ramona) the next steps described were less clear and seem to conflict with
recommendations of staff. As described, traffic calming will not bring speeds down or improve conditions on the road to
a level that makes it safe for riders to travel in the vehicle lane and detouring on Lincoln will not attract enough new
riders to increase mode share.
It appears that aspects of the preferred alternative create too much concern and uncertainty and this stretch of the
corridor needs to be revisited. I request that you ask staff to move forward in phase 1 with final design of the northern
and southern sections of the project and concurrently develop develop a new recommended plan for the middle section
to be implemented during phase 2.
The new approach should support the goals outlined in the LUCE, the Downtown Master Plan, Bicycle Transportation
Plan, and the Climate Action Plan. I am in favor of making a sacrifice to public street parking, or vehicle circulation
convenience to achieve improved pedestrian and bicycle safety and access in order to attract new riders.
Please remove the item from the consent agenda and request staff develop a timeline for a new proposed plan for
middle section of the Anholm Bikeway.
