The purpose of this memorandum is to provide some clarity on next steps and approximate timing for implementation. Phase I of the plan includes implementation of the Foothill Crossing Signal and Class I path across the LDS Church. This is the highest priority established in the plan and work is already underway. Currently staff are working on property acquisition and engineering, its anticipated that construction documents will be completed in the 4`" quarter of 2018 freeing up staff resources to begin work on phase II. During phase I staff will be available to work with neighborhood and stakeholder representatives on early phase II traffic calming concepts. Phase II of the plan includes implementation of traffic calming measures only as a first rollout of improvements along the middle section, in lieu of a cycle track & parking removal or one-way couplets as originally contemplated. Staff will transition from Phase I to Phase II in the 3' & 4" quarter of 2018 when staff resources are anticipated to be freed up from phase I work. Phase II includes more comprehensive coordination with community members to identify the package of traffic calming measures as well the streetscape and public art improvements. The Anholm Bikeway Plan provides the framework for traffic calming and streetscape improvements, however as a planning document it does not need to include the specific details therefore no further modifications of the plan is recommended as these specific improvements (i.e. engineering specifications for contract award) for the middle section will be brought back to Council for approval as part of plan implementation. Its anticipated that traffic calming measures will be ready for installation in the first quarter of 2019, however this will be dependent on additional funding approval as part of the 2018-19 Budget Supplement and 2019-21 Financial Plan, at this time SB1 is the most likely funding source to be recommended. Following implementation of Phase II the plan calls for staff to return to Council with a performance monitoring report at 12 and 24 months to determine if traffic calming along the middle section are adequate for Class III shared street conditions and if bicycle mode share was improved. At that time the plan calls for the consideration of additional traffic calming or other improvements to make progress towards the City's mode split goals. Can Phase II & Phase III be accelerated? There are two factors that limit the City's ability accelerate these phases, staff resources and funding. Currently staff resources are fully committed to the projects and programs scoped in the financial plan; some of these include the 1) Railroad Safety Trail, 2) Bob Jones Trail, 3) S. Broad Street Crossing Improvements, 4) Prado Road Interchange, & 5) Prado & Higuera Bridge Replacement. In order to accelerate, one or more of these projects would need to be postponed or additional staff resources provided. Also funding for phases II and III are dependent on future cycles of SB 1 and the Anholm Bikeway Plan Page 2 City Budget which are not yet available. In order to accelerate additional funding would need to be allocated in advance of the next SB 1 cycle and the 2019-2021 Financial Plan. The figure below is a conceptual implementation schedule of the plan based on the current level of staff resources and anticipated budget cycles.
