'``� 20��j� Prevention of Substance AbuseFor Youth Lighting the way to healthy life choices�..�:,�,� POSAFY recommendation to the City of San Luis Obispo 1. Prohibit retail storefronts. Definitely none should be allowed in the downtown area. If you opt to accept them, not more than three should be allowed, dispersed throughout town. However, retail CBD/Hemp stores should be allowed with restrictions on product safety. 2. Deliveries should be allowed from City addresses, but with limited warehousing (250 8q ft) and with business licenses and planning department review. All delivery services from any location must obtain a City business license. Fund enforcement of this requirement through business license tax. 3. All retailers to be regulated through the business license process and all products tested by State -certified labs. Fund enforcement of this requirement through business license tax. 4. Testing labs okay, with business license and planning department review. 5. No commercial grows or warehousing. If granted, limited to Geer size of 10,000 sq ft. per property (including contiguous sites)(1/4 acre under roof). Require business license and planning department review. 6. No outdoor grows, commercial or private. 7. Fund and adopt a plan for youth education on drug use and specifically marijuana. 8. Fund and enforcement of advertising restrictions under State law, particularly for advertising aimed at minors. No youth oriented products, labeling or packaging, per State law. No bulk marketing. 9. Prohibit promotion of marijuana products allowed at civic events or public gatherings, such as Thursday night farmers market. 10. Limit signage and promotional materials on storefronts. (No marijuana graphics or loud lettering on storefronts -require all public visible signage and graphics to be approved by the planning department) 11. Fund police officer training for drugged driving testing and education re drugged driving standards with a goal of convictions through the DA. 12.
