Pilot Dog Off Leash Opportunity at Sinsheimer Park
The Parks and Recreation Department has received some additional information from the City’s
Public Works Park Maintenance division regarding the proposed pilot use of a Dog Off-Leash
Area at Sinsheimer Park that was inadvertently left out of the agenda report on this conceptual
use.
The Parks Maintenance division is responsible for the daily maintenance of the Sinsheimer Park,
Playground, Stockton Field and the Sinsheimer Playground between the hours of 7:00 AM and
4:00 PM. As Sinsheimer Park is a highly utilized, high traffic area, the main pathway through the
park can become congested with park users creating an unsafe route for Park Maintenance staff
to use during the day. Oftentimes, staff will use the vehicle access pathway directly behind
Sinsheimer Stadium to bypass pedestrians on the main paths.
The proposed Dog Off Leash Area as presently outlined and current maintenance practices might
be in conflict. Additionally, the area located behind the Batting Cages and adjacent to the San
Luis Unified School District (SLUSD) property is an area commonly used by park maintenance
for “spoils” dumping – excess grass clipping, old decomposed granite, etc.
At this time, maintenance staff are suggesting the Dog Off Leash Area be available only in
between Stockton Field and Sinsheimer Stadium. The Pathway in between Sinsheimer parking
lot and SLUSD leads directly to the SLO Railroad Safety Trail and does not provide access to
the service entrance to the path behind the stadium, labeled for “Service Vehicles Only”.
Park Maintenance and the Public Works Department are not opposed to the idea of a Dog Off
Leash Area at Sinsheimer Park but wanted to make sure that the Commission was well informed
that the proposed area of use is a frequently traveled area by City staff.
Commissioners will be able to discuss the proposed use and how it could be accomplished given
this added information at the meeting of March 7, 2018
