DISCUSSION Jack House Project Phases Refresher The project plan for the Management, Maintenance and Operations of the Jack House identified several phases in support of accomplishing this objective. The first phase includes a thorough review of historic homes, collection of existing policies for the Jack House, and a plan for documenting Jack House history through the capture of institutional knowledge. Information gathered from research, document review and future community input will serve as the foundational blocks in the development of the recommended operational model and identification of policies needed for the continued management, maintenance and operation of the Jack House. Jack House Project Phases Meeting Date: March 14, 2018 Item Number: _2____ 2-1 2 Summary of Research Gathered To-Date Beginning in January 2018, staff have conducted reviews of operational models and management structures for historic homes. The research includes approximately 101 historic homes and museums throughout the western United States (California, Oregon, Washington and Idaho) and a review of existing City policies, plans and Jack House documents . As outlined in the figure below, the research focused on information about historic home management structure, maintenance responsibilities, daily operational activities, visitor information, how the historic home is funded and other items that may have added to the home’s special character. California Historic Homes by Geographical Area As data was gathered a common management structure trend was observed. Information collected from the research demonstrated a majority of historic homes surveyed were operated either solely, or in partnership with, a non-profit group. Of the 101 historic homes researched, 82 homes (approximately 4/5 of the properties researched) operated under a non-profit model. Two historic houses functioned as a living-estate or under a long-term lease; essentially allowing the private occupancy of the residence with a contractual agreement while also allowing some public access to the home and grounds. Thirteen historic homes were owned and operated by State Parks or local government1. Historic Homes Management Structure Trends 2-4 5 Visitation Trends Observed More than 84% of the historic homes research received fewer than 1,000 visitors a year. For comparison, Jack House total visitation in 2017 was estimated at roughly 660 guests (Sunday tours estimated at 200 visitors annually, special tours for school fieldtrips at 100 students and specials events such as Art-After-Dark drawing an estimated 360 visitors to the home. Volunteer tour docents have shared with City staff that most of the visitors they’ve encountered have expressed that the reasons they toured the Jack House was to experience the story about the Jack Family, learn something new about local history or simply experience the joy of being in the historic surroundings. Visitation Trends Observed The Next Step in Developing Foundational Information is for Staff to Capture the Institutional Knowledge of Jack House To capture institutional knowledge, individuals with information about the Jack House (current and former Committee members, volunteers, community activists, and historians), have been identified as potential interviewees. A draft list of Jack House interviewees is provided as Attachment 2 and Staff is seeking the Committee’s review and feedback for additions to this list. Staff intends to conduct interviews beginning in March 2018. Interviews could include the following subject areas; Living History Programs (Public Education) Cultural Arts (Art, Gallery, Music, Concerts) Community Rooms / Meeting Space Food Service Concessionaire Special Events / Rentals / Fundrasiers Community Programs Botanical Gardens / Grounds To further explore visitation trends and gain a better understanding of what attracts new or returning visitors to historic homes, staff have identified in Figure 6 several activities or programs that could be attributed to an increase in visitation. 2-5 6 NEXT STEPS The next phase in the project is community engagement. A draft community engagement plan will be presented at the same meeting as this report for discussion by the Jack House Committee. It is anticipated that the summary of community input (Deliverable #2) would be presented to the Jack House Committee in August. Historic home research and the capture of institutional knowledge will continue throughout the duration of the project. Mudgett, Recreation Manager Dave Setterlund, Recreation Supervisor RECOMMENDATION Discuss and provide feedback on the proposed plan for community engagement seeking input for the Management, Maintenance and Operations of the Historic Jack House and Gardens project. DISCUSSION Background The project plan for the Management, Maintenance and Operations of the Jack House identified several phases in support of accomplishing this objective. While the first phase of the project seeks input from Jack House stakeholders (Committee Members, Docents, former Councilmembers) the second phase of the project seeks the community’s input about priorities for the historic Jack House and Gardens in the context of all parks and recreation facilities, programs and activities. Upon completion of this phase, a summary and analysis of community input (Deliverable #2) will be presented to the Committee. Public Engagement and Notification In conducting public outreach and engagement for the Management, Maintenance and operations of the historic Jack House and Gardens, staff will follow the process outlined in the City’s adopted Public Engagement and Notification “PEN” Manual (Attachment 1) which outlines a series of best practice activities for soliciting input from the community. As outlined below, the proposed community engagement for this project will employ a variety of outreach tools to encourage broad participation; ranging from youth to seniors in the PEN process areas of inform and consult. Collaboration will occur in later phases of this project. Meeting Date: March 14, 2018 Item Number: __3___ 3-1 2 Community Engagement for the Parks and Recreation Element and Master Plan Update –Step One A Needs Assessment An update of the Parks and Recreation General Plan Element and Master Plan has started. One of the first steps of this work effort is to conduct a needs assessment of the City of San Luis Obispo’s parks, recreation facilities, programs and services. To avoid duplicate efforts and confusion staff recommend that public input about the Jack House Project be incorporated into the Element and Master Plan assessment. The City’s consultants, WRT will work with City staff to conduct the needs assessment in Summer and Fall 2018. A survey will be developed which includes questions about the Jack House. In addition to intercept and online surveys the public’s input will be sought in a variety ways including workshops, focus groups, and stakeholder interviews. Staff will provide responses to questions about the Jack House to the Committee when they have been concluded and summarized. Additionally, staff will share the results of the needs assessment in its totality to the Jack House Committee for use with Phase 1 of the Jack House Project. NEXT STEPS At its March 14, 2018 meeting, the Jack House Committee will have the chance to provide feedback on the community engagement process outlined above. Jack House Committee members will also have a chance to provide input on Survey Questions about the House during the Parks and Recreation Element and Master Plan Process. At monthly Jack House Committee meetings staff will continue to provide project updates to keep Committee members apprised of upcoming community engagement opportunities, project tasks, deliverables and to provide ongoing Committee input and direction as necessary.
