The Escape Room is an adventure game where teams of 2 to 10 players, of all ages, are placed into a room and must use teamwork along with elements of the room to solve a series of puzzles and find clues to complete a mission and escape the room within a set time limit. Each room is themed and has a unique storyline that engages the players through a specific environment. The operators of the proposed San Luis Obispo Escape Room have seven successfully established locations in California, Oregon, Arizona, Colorado, and Idaho. The Escape Room is a reservation-based business; groups reserve a room and arrive at a specified time. Walk-in customers are accommodated, when possible. The floor plan includes a reception area/lobby for the groups, as they arrive. The facility will include three (3) themed game rooms that accommodate a maximum total of twenty-four (24) customers if all rooms are reserved at one time. A Compatible Use – The Social & Regulatory Framework ➢ COMPATIBLE WITH THE NEIGHBORHOOD This indoor recreation facility is a compatible use with the downtown neighborhood. Surrounding uses include a bar/tavern, ground floor offices, and a future mixed-use development. “The street level should be occupied by stores, restaurants, and other uses benefiting from and contributing to pedestrian traffic.” (GP- LU Downtown Policy 4.7). NOTE: No food or alcohol is served at the Escape Room!!! ➢ FILLING A LONG-TERM STOREFRONT VACANCY The commercial portion of Marsh Street Commons was never fully tenanted since its completion in 2013. The Escape Room will be the first tenant in this space and will contribute to the vibrancy, variety, and economic vitality of Downtown. ➢ A DIVERSITY OF USES IN THE DOWNTOWN “Entertainment and Cultural Facilities, such as museums and galleries, should be Downtown. Entertainment facilities, such as nightclubs and theaters shall be in the Downtown” (GP/LU Downtown Policy 4.3). The Escape Room provides a new and novel use to the Downtown cultural experience. ➢ HOURS OF OPERATION ARE CONSISTENT WITH MARSH STREET COMMONS CC&RS Both the Residential and Commercial CC&Rs for Marsh Street Commons are based on a Mutual Benefit Agreement. This agreement and the CC&Rs clearly identify acceptable commercial hours of operation to be between 6:00 a.m. and 11:00 p.m. The requested hours of operation for the Escape Room included in the appeal of the Planning Commission decision, and now before the City Council, are consistent with the disclosures regarding mixed-use Downtown living and the agreed upon hours of commercial operations. The request complies with the mixed-use CC&Rs, is consistent with the operating hours of surrounding businesses, respects the City’s vision for the Downtown, enables the business to facilitate patron’s schedules, all while becoming a unique part of the neighborhood fabric. Originally Requested Hours Admin/ Planning Commission Approved Hours (condition of approval #2) Appeal Requested Hours (modify condition of approval #2) Noon to 10 pm Monday - Thursday 11 am to 11:30 pm Friday - Saturday 11 am to 10 pm Sunday 8 am to 8 pm Sunday - Thursday 8 am to 10 pm Friday - Saturday 8 am to 9 pm Sunday - Thursday 8am to 11 pm Friday - Saturday Marsh Street Commons Development History 2005 Project approvals include maintaining Downtown-Commercial zoning on Marsh St., while 1221 Nipomo Street is rezoned from R-4 to CD, all with a mixed-use/MU overlay. 2011 ARC approves a Mixed-Use project of 8,000 SF of commercial space and (12) residential units. 2013 Construction is completed on the Marsh Street Commons project. 2017 Escape Room applies for a Director’s Use Permit for an indoor recreational use.
