ROLL CALL Present: Commissioners Brian Rolph (5:05), Allen Root, Micah Smith, Vice-Chair Angela Soll, and Chair Greg Wynn Absent: Commissioners Amy Nemcik and Richard Beller Staff: Deputy Director Doug Davidson, Associate Planner Rachel Cohen, and Recording Secretary Summer Aburashed. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA Annie Pees --End of Public Comment-- PUBLIC HEARINGS 1. 791 Orcutt Road and 3330 & 3360 Broad Street, Case #: ARCH-0050-2017 & EID- 0274-2017 Architectural review of a new mixed-used development that includes: 94 residential units, 2,463 square feet indoor residential amenity space, outdoor residential amenity space, 3,488 square feet commercial space; and creek setback exceptions with an Initial Study/Mitigated Negative Declaration that tiers off the certified 2005 FEIR for the Four Creeks Rezoning Project; R-4-PD & C-C-PD; New Heritage Family LP, applicant. Associate Planner Rachel Cohen presented the staff report with the use of a PowerPoint presentation and responded to Commissioner inquiries. Applicants, consultant Carol Florence, developer Joe Collins, and architect Don Love provided a summary and responded to Commissioner inquiries. Public Comments: DRAFT Minutes – Architectural Review Commission Meeting of February 5, 2018 Page 2 Tim Bolton Eric Holmen Amber Wong --End of Public Comment-- ACTION: MOTION BY COMMISSIONER SMITH, SECOND BY VICE CHAIR SOLL, CARRIED 5-0-2 to adopt a Resolution entitled: “A RESOLUTION OF THE SAN LUIS OBISPO ARCHITECTURAL REVIEW COMMISSION APPROVING A NEW MIXED-USED DEVELOPMENT THAT INCLUDES: 94 RESIDENTIAL UNITS, 2,463 SQUARE FEET INDOOR RESIDENTIAL AMENITY SPACE, OUTDOOR RESIDENTIAL AMENITY SPACE, 3,488 SQUARE FEET COMMERCIAL SPACE; AND CREEK SETBACK EXCEPTIONS AND AN INITIAL STUDY/MITIGATED NEGATIVE DECLARATION THAT TIERS OFF THE CERTIFIED 2005 FINAL EIR FOR THE FOUR CREEKS REZONING PROJECT, AS REPRESENTED IN THE STAFF REPORT AND ATTACHMENTS DATED FEBRUARY 5, 2018, 791 ORCUTT ROAD AND 3330 & 3360 BROAD STREET (ARCH-0050-2017 & EID-0274-2017)” With the following changes: • Eliminate “to the maximum extent possible” in Findings 4.i. • Condition #32 to state: Prior to issuance of building permits the applicant shall pay fair share mitigation fees for the installation of a traffic signal and all appurtenances at the intersection of Sacramento Drive & Orcutt Road to the satisfaction of the Public Works Director. Associate Planner Rachel Cohen presented the staff report with the use of a PowerPoint presentation and responded to Commissioners’ inquiries. Consider using more of the lot for the structure with the tallest portions of the structure closer to Monterey Street • Provide more details of the parking garage including screening measures along the south property line and consider fully enclosing the garage. • Consider including a motorcycle parking reduction instead of a bicycle parking reduction. • Provide more articulation/windows along the south elevation with consideration of privacy concerns (e.g. use frosted glass or high windows, etc.) • Provide an enhanced landscape plan with additional trees along the south property line. • Provide additional renderings of the project as viewed from key areas such as from California/Monterey, California/Higuera and Grove/Higuera. • Provide a shade study as a part of the re-submittal. • Provide a section drawing through the site show the relationship between the parking garage, power lines, and neighboring residences. • Confirm the cultural/historic determination in the environmental review 2. 1060 Laurel Lane. Conceptual review of the adaptive re-use of an existing 150,000 sq. ft. building to incorporate a mixed-use project, which consists of 606 residential units and 29,680 sq. ft. of commercial space. Case #: ARCH-1291-2017, M-MU/O-S zones; Atoll Holdings Inc, applicant. (Kyle Bell) Project withdrawn by the Applicant.
